The Regulatory Specialist is responsible for managing the full lifecycle of regulatory compliance for oil and gas assets within the Commonwealth of Pennsylvania. This role requires a high-level subject matter expert capable of navigating the complex and evolving landscape of the Pennsylvania Department of Environmental Protection (DEP), air quality mandates, and municipal road infrastructure requirements. The specialist will lead permitting strategies, oversee well integrity reporting, and ensure the company remains in good standing with all state and federal agencies.
- PA DEP Submissions: Prepare, submit, and track regulatory applications, including well permits, ESCGP-3 and erosion & sediment control documentation, and water management or related approvals.
- Legislative Monitoring: Track and advise on 2025–2026 permitting reforms and potential changes to well setback distances and environmental justice requirements.
- GP-5 / GP-5A Management: Oversee all air quality permitting for natural gas compression and unconventional well sites, ensuring compliance with NSPS OOOOb and state OOOOc methane reduction plans.
- LDAR Coordination: Manage Leak Detection and Repair schedules and ensure annual emissions data is accurately uploaded to DEP GreenPort.
- Mechanical Integrity Assessments (MIA): Manage the quarterly and annual inspection cycles required by PA Code § 78.88/78a.88, ensuring all data is submitted via the OGRE system.
- Emergency Response Plans (ERP): Maintain and update site-specific Act 9 emergency plans, coordinating directly with local emergency management agencies and first responders.
- Well Plugging: Manage the end-of-life regulatory process, from submitting the Notice of Intent to Plug to final site restoration and bond release.
- Excess Maintenance Agreements (EMA): Manage and renew road usage terms with municipalities and PennDOT.
- Infrastructure Oversight: Coordinate pre- and post-hauling road inspections and manage the company’s surety bond portfolio.- Experience: Preferred 5+ years of dedicated oil and gas regulatory experience in Pennsylvania.
- Education: Preferred Bachelor’s degree in Environmental Science, Political Science, Engineering, or a related field.
- Systems Proficiency: Expert user of DEP GreenPort (OGRE, ePermitting), eFACTS, and eNotice.
- Hybrid Flexibility: Ability to work effectively in a remote environment while maintaining a presence at the Dubois, PA office.
