Proposal Coordinator: Part-time to Full-time position

The company has expertise in all aspects of electrical distribution design including residential and commercial projects, utility system improvements, solar, and complex network design. The firm’s founding members have over thirty years combined experience working in project management and design oversight to effectively manage capital projects from initiation to close. Job Summary: As a Proposal Coordinator at Prime Partners Engineering, you will play a pivotal role developing and implementing procurement strategies for each project, ensuring alignment with project requirements, resources, and timelines. Responsibilities include identifying, evaluating, and negotiating with suppliers and subcontractors to secure favorable agreements, maintaining strong vendor relationships, and managing procurement contracts to ensure compliance. The position also requires writing technical responses to RFPs, conducting market research to identify opportunities, preparing responses for RFPs and RFQs, and collaborating with project teams to ensure quality and regulatory standards are met. Additionally, the role involves identifying and mitigating procurement-related risks, maintaining accurate procurement records, preparing regular reports on procurement activities, ensuring compliance with relevant laws and regulations, and coordinating employee participation in relevant conferences and networking events to foster industry connections and promote company visibility.
Key Responsibilities:
•Procurement Strategy: Develop and implement procurement strategies for each project, taking into account project requirements, resources and timelines.
•Vendor Management: Identify, evaluate, and select suppliers and subcontractors, negotiating terms and conditions to secure favorable agreements. Establish and maintain strong vendor relationships.
•Technical Writing: Write technical response according to RFP. Meets with engineers and project managers to learn about specific processes. Research scope to fully understand the best approach.
•RFP/RFQ Sourcing and Bid Management: Conduct market research to identify potential opportunities. Prepare and issue responses for requests for proposals (RFPs) and requests for quotations (RFQs).
•Contract Management: Draft, review, and manage procurement contracts and agreements, ensuring compliance with legal and company requirements.
•Quality Assurance: Collaborate with project teams to ensure that procured materials and services meet quality and regulatory standards. Conduct supplier audits as necessary.
•Risk Management: Identify and mitigate procurement-related risks, such as supply chain disruptions or cost overruns.
•Documentation: Maintain accurate procurement records, including purchase orders, contracts, and supplier performance evaluations.
•Reporting: Prepare regular reports on procurement activities, including cost analysis and performance metrics.
•Compliance: Ensure adherence to all relevant laws, regulations, and company policies throughout the procurement process.
•Marketing/Networking: Identify and coordinate relevant conferences for employee participation, ensuring strategic alignment with company goals, and attend networking events to foster industry connections and promote company visibility.
•Prepare proposal materials (i.e., resumes, project approaches, non-technical documents, organization charts, and completing required attachment documents).
Additional Responsibilities Include
•Attend pre-bid meetings and prepare meeting minutes.
•Schedules and facilitates meetings with clients, including preparing and tracking Non-Disclosure Agreements with clients.
•Update and Maintain company’s registration in vendor supplier portals.
•Provide RFP/RFQ summarizations for Go/No Go Decisions from management.
•Monitors procurement websites for new opportunities.
•Manages, tracks, and regularly updates the opportunity tracking dashboard within Smartsheet; proactively identifies risks when delays occur and mitigates accordingly.
•Prepare presentations and deck plans.
•Assist with updating and maintaining corporate marketing materials. Assist with performing marketing-related research.
•Maintain SharePoint and Canva libraries of proposal-related information including write ups, marketing literature, conferences, expos, and resumes.
•Perform other duties as directed by the Business Development team.
Qualifications:
•Bachelor's degree in Business, Supply Chain Management, or a related field.
•2+ years of experience in project procurement, with a solid understanding of best practices.
•Proven experience as a procurement specialist, preferably in a project-based environment.
•In-depth knowledge of procurement principles, practices, and regulations.
•Strong negotiation and contract management skills.
•Excellent analytical and problem-solving abilities.
•Proficiency in procurement software and Microsoft Office Suite.
•Effective communication and interpersonal skills.
•Detail-oriented with a strong commitment to accuracy.
•Ability to work independently and as part of a team in a fast-paced environment.
•Excellent multi-tasking and organizational skills.
•Ability to work independently in a fast-paced, deadline-oriented environment with strict deadlines, demonstrating strong organizational and time management skills to prioritize tasks effectively. This includes maintaining focus and efficiency under pressure, meeting multiple concurrent deadlines, and ensuring high-quality work output despite tight schedules. The candidate must be proactive in anticipating challenges and adept at problem-solving to prevent delays, while consistently delivering results within established timeframes.
Preferred Qualifications:
•Relevant industry certifications.
•Experience with project management software (e.g., Microsoft Project).
