Job Description
IHI Power Services Corp. (IPSC) has a career opportunity for a Plant Manager at the Pacific Ultrapower Chinese Station power plant located in Jamestown, California. Pacific Ultrapower Chinese Station is a biomass facility utilizing a Bubbling Fluidized Bed (BFB) boiler to generate approximately 18 net megawatts of base load renewable power. The salary range for this position is $175K - $195K annually, based on experience.
Job Summary
The Plant Manager is responsible for directing all Operations, Maintenance (O&M), Reliability, and Compliance activities at the facility. The Plant Manager ensures the plant is operated safely, reliably, and in full compliance with applicable safety, environmental, regulatory, and NERC requirements. The Plant Manager is accountable for both short-term performance and long-term asset stewardship, aligning day-to-day decisions with the Owner's strategic objectives.
Job Functions
- Ensure all plant personnel and plant objectives are aligned with client and Owner requirements. Administer and ensure compliance with plant Safety, Operations, NERC, Maintenance, Training, Chemistry, and Environmental QA/QC programs.
- Manage and oversee planned and unplanned plant outages.
- Establish and maintain a plant-wide asset reliability and risk management program, including identification and mitigation of single points of failure across generation, electrical systems, balance-of-plant, fuel handling, and interconnection facilities.
- Lead or oversee critical equipment risk assessments, failure mode reviews, and post-event root cause analyses.
- Implement, maintain, and continuously improve the use of a Computerized Maintenance Management System (CMMS) to manage preventive maintenance, corrective maintenance, work orders, spare parts, asset history, and maintenance backlog.
- Utilize CMMS and operating data to support condition-based maintenance, prioritization of maintenance activities, and informed capital and major maintenance planning decisions.
- Support long-term asset management and life-cycle planning to protect asset value and improve
- Provide technical and operational input to Owner decisions regarding plant reliability, operating risk, regulatory exposure, and cost-benefit tradeoffs.
- Ensure corrective actions from incidents, audits, and near-misses are tracked to completion. Implement training and qualification programs to ensure plant personnel are fully qualified.
- Lead, coach, mentor, and develop plant personnel; maintain high morale and performance standards.
- Develop succession plans for key plant positions.
- Oversee preparation of required internal, client, utility, environmental, and regulatory reports.
- Serve as the single point of contact between IPSC and the Owner on all matters related to plant operations and maintenance.
- Perform additional duties as assigned.
Education and Experience
– An equivalent combination of education, training and experience will be considered.
- Undergraduate degree in engineering or a related discipline; equivalent experience may be considered in lieu of formal education.
- Minimum of five (5) years of supervisory experience in power generation or a similar continuous process environment.
- Demonstrated experience using a Computerized Maintenance Management System (CMMS).
- Experience conducting or overseeing failure mode analysis, critical equipment risk assessments, or single-point-of-failure evaluations preferred.
- Experience supporting long-term asset management, reliability improvement initiatives, or life-cycle planning preferred.
- Strong leadership and motivational skills required.

- Working knowledge of asset reliability principles, including preventive, predictive, and condition-based maintenance.
- Ability to analyze operating and maintenance data to identify trends, risks, and improvement opportunities.
- Understanding of the interaction between operations, maintenance, compliance, and financial performance in a baseload power generation facility.
- Ability to balance short-term operational demands with long-term asset protection and Owner objectives.
- Work within and ensure strict adherence to all safety practices and procedures.
- Proficiency with Microsoft Office applications.
- Ability to work independently and exercise sound judgment.
Work Environment –
Environmental or atmospheric conditions commonly associated with the performance of the functions of this job.
- Combination of office and industrial plant environment. Work may involve exposure to hazardous materials and outdoor conditions.
- Protective equipment such as hard hats, safety glasses, air masks, ear protection, chemical suits, hot gloves, high voltage protective equipment and other equipment must be worn in the performance of some duties.
- Requires working extended working hours, varied shifts with weekend and holiday work as required by schedules, workload and plant conditions. On call status (day and night) may be required.
- Physical examination and drug screening and post-employment random drug screening. There are extensive smoking restrictions in and around the facility.
- Must be able to work in elevated areas, confined spaces and in extreme heat and cold conditions Includes working indoors and outdoors ladder climbing; and occasionally lifting 50 pounds.
- Employees will participate in the Fitness for Duty Program. This program includes a post offer Physical requirements.
- Working on feet for extensive periods, requiring stairs.
