Job Summary:

The position of Planner IIII, requires professional planning work of moderate difficulty. It is characterized by increasingly specialized knowledge of the planning field and a more elevated level of required duties and responsibilities. The Planner III is expected to possess in-depth knowledge within one or more planning specialties such as economic development, comprehensive planning, environmental planning, or platting. Although senior planners and supervisors closely review the work of the Planner III, planners at this level receive somewhat less immediate supervision when compared to the Planner II.



Typical Duties and Responsibilities:

Design and develop land plans of varying size and complexity for residential, commercial, office park, and redevelopment projects.
Interpret and apply applicable state, county and local codes, ordinances and regulations.
Develop planning studies and reports in support of new and updated plans, programs and regulations and assists with updates and maintenance of Comprehensive Plan and land development regulations.
Create various development applications including plats, site plans, and variance requests.
Conduct extensive research in specific or general project areas.
Develop strategies to promote economic and community development or efficient land use consistent with community goals.
Recommend priorities, schedules, and funding sources to implement public improvement plans.
Write, or assist in writing, a variety of ordinances and regulations relating to development controls.
Conduct field evaluations and assessments.
Prepare submittals to various local jurisdictions regarding platting activity of varying size and complexity for residential, commercial, office park, and redevelopment projects.
Travel as required to fulfill research, obtain information and certified documents, and submit plats.
Attend increasing number of public meetings including evening and weekend meetings.

Knowledge, skills and abilities:

Well-developed knowledge of planning principles and practices.
In-depth knowledge of one or more planning specialization, such as economic development, transportation planning, or environmental planning.
Well-developed knowledge of principles, methodology, practices of research and data collection.
Well-developed knowledge of effective writing techniques.
Well-developed knowledge of or experience in community remediation and redevelopment.
Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.
Well-developed knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, AutoCAD, Photoshop or Illustrator and GIS.
Strong oral communication and interpersonal skills to present research findings to various boards and committees as well as clients as directed by supervisors.
Creative problem-solving skills to gather relevant information to solve less well-defined practical problems.
Ability to review plans and apply provisions of ordinances and codes to determine compliance with such regulations and to apply regulations to project conditions.
Group facilitation skills for use with community workshops.
Proficient in creating graphic designs, developing strategies, and rendering site plans via sketches and/or computer graphics highly desirable.
Strong ability to work on several projects or issues simultaneously.
Strong ability to work independently or in a team environment as needed.
Strong attention to details while keeping big-picture goals in mind.



Work Environment:

This job operates in a professional office environment on site. This role routinely uses standard office equipment such as computers, phones, photocopiers.



Education, certification and experience:

Completion of a bachelor's or master’s degree in urban planning, architecture, landscape architecture, business, law, public policy, or related area of study required.
Three to six years’ experience preferred and professional planning certification or enrollment in certification testing desired.
Involvement in professional and community organizations is encouraged.

This is largely a sedentary role. While performing the duties of this job, the employee is regularly required to communicate both orally and in writing regarding project designs and progress.
The team member is occasionally required to move about the office to utilize office productivity machinery such as the printer, copier, scanner, computer, etc.
The team member is occasionally required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
May require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
The team member may be required to lift and/or move up to 10 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus when using graphic design software.
