The Position
The Regional Utilities Services department is seeking a Principal Planner. This position provides support related to Clean Water Services (CWS), local jurisdiction, and other planning activities. Coordinates long-range planning activities among CWS partners and stakeholders. Assists in developing policies, standards, and guidance to support goals.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
•Provides technical assistance and responds to inquiries from stakeholders. Explains CWS codes, policies, standards, and procedures as they relate to long-range planning activities. Represents CWS while participating in local, regional, and state technical working groups.
•Provides input into local planning efforts led by partner cities and Washington County. This may include comprehensive plans, transportation plans, redevelopment plans, and stormwater subbasin strategies.
•Facilitates cross-departmental staff discussions about planning projects and processes. Serves as a point of contact for employees with questions regarding planning activities.
•Assists in developing strategies to increase coordination among internal and external stakeholders regarding CWS activities related to land use, transportation, economic development, housing, and other planning issues.
•Manages planning projects from start to finish, including proposal and scope development, contract tracking, reviewing invoices and deliverables, and consultant oversight.
•Leads studies and analyses related to land use, development, stormwater management, and subbasin strategies that impact CWS’ near-term and long-term development. Maintains and utilizes multiple internal and external data sets.
•Assists with policy development related to long-range planning activities.
•Writes staff reports, recommendations, issues papers, and ordinance exhibits related to the development and implementation of plans and standards. Provides periodic updates to senior leadership, committees, boards, and other oversight groups.
•Serves as a subject matter expert on a wide range of planning topics, including Urban Growth Boundary expansion, transportation, infrastructure delivery, and development financing tools.
•Supports tracking and analysis of proposed state legislation, including bills related to housing, development review, and infrastructure funding.
•Maintains a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity and foster multidisciplinary and integrated team approaches.
•Drives a CWS or personal vehicle for work-related purposes.
Qualifications
KNOWLEDGE OF:
•Land use processes, including concept and comprehensive planning, development review, and related permitting activities
•Role of utilities and infrastructure in local planning and development activities
•Principles and practices of project management
•Federal, state, local laws, regulations, and codes related to land use and/or water resource management
•GIS and related technical analysis
•Principles of integrated planning
SKILL IN:
•Planning and project management
•Use of computers and software for database management, word processing, spreadsheets, geographic information systems, and office applications
•Reading and interpreting statutes, policies, code standards, and maps
•Record and file management
•Data management and analysis
ABILITY TO:
•Effectively lead multiple projects
•Understand and interpret pertinent policies, procedures, laws, and regulations pertaining to the program areas
•Prepare and maintain accurate files and records
•Prepare statements and reports related to the planning process
•Establish and maintain effective working relationships with those contacted in the course of work, including a variety of CWS staff and other government officials, community groups, and the general public
•Operate effectively in a team environment
•Communicate effectively, both orally and in writing
EXPERIENCE AND TRAINING GUIDELINES:
The following are the minimum qualifications for this position.
5 years of experience in one or more of the following areas:
•land use planning and development
•community design or regional transportation planning
•city or community planning
College-level coursework in urban planning, public administration, geography, or a related field.
OR
4 years of experience in one or more of the following areas:
•land use planning and development
•community design or regional transportation planning
city or community planning
Bachelor’s degree in urban planning, public administration, geography, or a related field.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Candidates must possess and maintain a valid state-issued driver’s license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
