The Organization:
Brushy Creek Municipal Utility District is home to 18,000+ residents. Formed initially as Williamson County Municipal Utility District No. 2 in 1977, BCMUD provides water and wastewater services, recreational activities, beautiful gardens, parks, and miles of trails through the Brushy Creek community. BCMUD operates four swimming pools, four tennis courts, and a disc golf course throughout the community.
At the heart of our District is the Brushy Creek Community Center. Our Community Center features two gyms, two racketball courts, weight room, rock wall, and recreational programming, including various fun activities, educational and fitness classes.
Brushy Creek employs approximately 190 seasonal, part-time, and full-time team members.
District Project Manager:
Brushy Creek MUD is seeking a detail-oriented and experienced Planner responsible for planning, coordinating, and executing all phases of multifaceted construction, rehabilitation, and maintenance projects related to parks, trails, open spaces, and recreational facilities within the District. This role combines project management with urban planning principles to ensure that the design and development of public spaces reflect the community's needs, sustainability goals, and long-term vision. The Planner collaborates with the Board of Directors, Citizen Advisory Committees, consultants, and contractors to deliver high-quality public spaces that promote The Brushy Creek Life.
Essential Functions:
•Plans and manages all phases of park and open space development projects, from concept through completion, ensuring alignment with community needs, District goals, and environmental standards.
•Coordinates with internal departments and external stakeholders to prepare and maintain project schedules, scopes, and budgets.
•Develops and reviews cost estimates and monitors the budget status for each project to ensure fiscal accountability.
•Prepares long-range planning documents and updates to the District's Parks and Open Spaces Master Plan.
•Reviews, negotiates, and recommends approval of contracts, supplemental agreements, and change orders to the General Manager and Board of Directors.
•Assists in the selection and oversight of professional service providers, including architects, landscape architects, and engineering consultants.
•Monitors the quality and progress of contracted services, including design and construction performance, to ensure compliance with specifications, codes, to maintain high District standards.
•Coordinates and participates in project-related meetings (e.g., pre-bid, bid-opening, design development, and construction progress meetings).
•Prepares RFPs/RFQs and related procurement documents in collaboration with the Parks and Facilities Manager.
•Reviews and approves submittals and prepares close-out documentation for completed projects.
•Works closely with the General Manager, Board of Directors, and Citizen Advisory Committees to define project scopes, goals, and reporting metrics.
Minimum Requirements:
•A Bachelor's Degree in Landscape Architecture, Urban Planning, Construction Management, Engineering, or an equivalent combination of education and experience is required.
•Familiarity with local, state, and federal building and planning codes and regulations.
•Experience in translating planning documents, conceptual designs, or policy guidelines into actionable plans that guide development within the built environment.
•Proficient with Microsoft Office Suite and project management software; GIS and CAD knowledge is a plus.
•Proven ability to read and comprehend plans and technical specifications.
