Job Summary
The Manager Operations Compliance and Risk Management has responsibility and accountability to lead the development and implementation of measures to maintain pipeline safety compliance. This includes coordinating DIMP annual meetings and work plans that maintain compliance and maximize the productivity of Operations while protecting pipeline assets. This position also collaborates with TIMP central team and the System Operations to ensure that the TIMP plan is followed. Drive continuous improvement efforts in pipeline safety compliance through SMS processes for operations, safety, and construction. They will also be responsible for SMS deployment, including risk identification, quantification and risk management/mitigation activities within their state. They are also responsible for leading pipeline safety compliance and emergency response planning and drilling. They will manage the SMS leads and Compliance Specialists within the state and oversee or directly participate in all facets of SMS and Risk Management including chairing the state table, supporting risk reviews and leading state risk meetings (DIMP, SMS, etc.). The Manager will report directly to the State President. Travel is expected to be mostly within the state with periodic trips to Columbus to work with central safety & risk leadership.
This leader will manage the pipeline safety compliance employees within the state and be responsible for the compliance activities to achieve NiSource's compliance with local and federal statutes and regulations as defined by each operating company's regulatory agency and federal agencies. This accountability includes overseeing the execution of the operating company's DIMP plans.
This leader will be responsible for the development, implementation and exercising of the state's emergency response plan. They will utilize the methodology designated by the corporate Emergency Preparedness and Response team to (1) train all needed operating company personnel on the emergency response roles and responsibilities and (2) work with local external stakeholders (i.e. utility commission safety personnel, first responders) to exercise and update these plans on an annual basis.
Essential Functions•Ensures properly integrated policies and procedures with overall Company goals and objectives
•Serve as a core member of the following steering teams: TIMP, Public Awareness and Damage Prevention.
•Ensures that functional teams are responsive to operational needs and increases the consistency and effectiveness of field personnel
•Driving the implementation and adoption of lessons learned, operational notices and policy improvements.
•Facilitate the state level deployment of the 10 elements of SMS API- RP-1173, including gap assessment, gap closure, and continuous improvement actions.
•Support internal audits including prep and responding to findings
•Support Regulatory with rate cases and initiatives provide testimony and expertise as needed
•Drive the PDCA (Plan, Do, Check, Act) process within the state operating company. Ensure ongoing state alignment with SMS processes including facilitation of state level SMS and risk management quality audits. Lead the SMS state table committee and the core SMS activities relative to risk management, performance improvement, and safety culture.
•Build and maintain collaborative relationships with state commissions, federal agencies and any other regulatory entities regarding distribution operations compliance.
•Coordinate investigation, response and external reporting for incidents
•Compliance with regulations affecting field operations and construction, by coordinating external and internal operations audits and corrective action.
•Coordinate and collaborate with peer directors in each of the states to maximize alignment and uniform approach to risk management execution
•Oversee and monitor all activities related to the administration and execution of the Meter Sampling Program
•Actively participate and represent state in industry associations as needed such as the AGA, CGA, SGA, etc.
•Sponsor / lead state level risk assessments / analysis.
•Lead asset, component, process and program level risk reviews.
•Lead / support state level risk reviews including DIMP and TIMP meetings.
•Manage the integrated state risk register, inclusive of risk ranking, risk reduction strategies, and scoping of mitigating actions
•Work with state leadership team to integrate SMS and risk reduction work scope into state planning, scheduling, budgeting and strategic planning.
•Ensure casual analysis are done where appropriate
•Lead the SMS Performance Improvement (PI) process including initiation, screening, evaluation, action assignment / completion, closure reviews, effectiveness/ sustainability reviews and organizational learning.
•Integrate key performance indicators (KPI) into the state's SMS focus areas
•Develop the state's SMS health report and facilitate related response actions.
•Represent the respective state SMS and risk management programs to oversight and review committees
•Coordinate and collaborate with peer directors to share ideas, provide feedback and implement best practices.
•Required Qualifications For Position
•Bachelor's Degree or comparable industry-related work experience
•Experience leading / directing cross discipline teams.
•Experience in developing team goals and tracking progress and sustainability.
•Experience in preparing and presenting technical reports and issue summaries.
•Experience in organizational and cross discipline team leadership.
•Experience with State level gas operations and emergency response
•Experiencing assessing system risk and in development plans to manage or eliminate risk(s)
•Experience leading change management initiatives.
•Experience using Gas Standards to interpret clarify and problem solve.
•Experience interpreting DOT Pipeline Safety Regulations 190, 191, 193, and 199.
•Demonstrated knowledge of Operations Policies and procedures including State and Federal code requirements.
•Demonstrated ability to identify, communicate, and resolve complex problems.
•Demonstrated commitment to business process continuous improvement.
•PC software proficiency (i.e. Excel, Word, PowerPoint, SharePoint).
•Proven ability to work across departments collaboratively to lead teams to resolve issues, drive issues to closure, achieve desired results/goals, and/or implement change as needed.
•Excellent oral, written, presentation and listening communication skills.
•Responsible for interface between Commission staff field auditors and operations
•Responsible for timely written formal correspondence with Commission Staff and annual report submissions
•Investigate and produce written formal response to Notices of Non Compliance
•Ability to network with industry peers
•Familiarity with NiSource work management, business planning and budgeting processes.
•Frequent travel may be required.
•Frequent time may be required outside of traditional business hours.
•Understanding and working knowledge of Company tariff.

Salary Range*:
$129,500.00 - $194,300.00
The salary offered to a candidate is based on several factors including but not limited to the candidate’s skills, job-related knowledge, and relevant experience, as well as internal pay equity.*
