This is a non-merit system, employment at-will, long-term contract position.
The IT Contract Administrator will support the administration of contracts for IT products, technical services, and professional services. The role works closely with managers and staff in the IT Department who are responsible for contract requirements as well as members of the Procurement Office, Office of Supplier Diversity & Inclusion, and the General Counsel’s Office.
Working with cross-functional teams, the position will involve writing, intake, acceptance, verification, review, and maintenance of statements of work and proposals, and will assist in enforcing the proper procedures for approval and payment of supplier services and products.
- Works as the liaison between Procurement Office, Information Technology Department, Office of Supplier Diversity & Inclusion, General Counsel’s Office, Finance Department, and vendor contacts
- Works with IT Managers, business partners and Procurement Office on procurement planning (identify master PO opportunities, combine goods & services to streamline the process)
- Works with project managers to develop procurement-related documents such as SOWs, RFPs and RFIs, bid documents, and other solicitation documents
- Updates model information, pricing changes, dealer modifications, etc.
- Maintains current and accurate database of IT contracts
- Assures adherence to approval and payment processes
- Identifies risks in WSSC Water’s IT relationships and contracts, mitigating those risks wherever possible and notifies management of concerns and issues
- Manages ongoing supplier relationships, reviews vendor performance, and makes recommendations during renegotiation of contract terms where appropriate
- Interfaces with the General Counsel’s Office and Finance Department to determine the legal and financial aspects of the contracts
- Works with Accounts Payable Section on invoice-related discrepancies, delays in invoice processing, etc.
- Manages contracts in collaboration with IT employees, business partners, and Procurement Office
- Monitors contract compliance, ensures compliance with all laws, rules and policies governing the procurement of goods and services and professional services; facilitates the annual performance evaluation of vendors
- Collects requirements and reviews and makes recommendations regarding vendor financial viability
Work is generally performed in a standard office environment.
- Knowledge of contract administration, development and implementation of administrative procedures, document control, and contract review cycles
- Knowledge of procurement systems, proposal preparation, basic contract law, and legality of purpose
- Knowledge of Oracle e-Business Suite, specifically Oracle Financials
- Excellent PC skills with proficiency in the use of word processing, spreadsheet, and database management systems
- Excellent organizational, communication, presentation, and facilitation skills
- Strong business writing and contract drafting skills
- Ability to communicate effectively with customers and different levels of management and staff from functional departments
- Ability to manage and coordinate multiple contracts concurrently
- Ability to present facts and recommendations effectively in verbal and written form
- Bachelor’s degree and 2+ years’ experience in any of the following areas: contract administration, development and implementation of administrative procedures, document control and contract review cycles
- High School diploma (or equivalent) and 6+ years’ experience in any of the following areas: contract administration, development and implementation of administrative procedures, document control and contract review cycles
