About This Job

Currently, our Supply Chain Management Office division has a temporary opportunity for a Contract Administrator in support of our New Build Project.

The Contract Administrator manages commercial tasks for complex procurement projects. This includes evaluating and advising on commercial matters, negotiating purchase orders, and handling contracts. They resolve issues, coordinate contracts, evaluate facilities, monitor supplier performance, and assist new suppliers for future bids. They ensure purchasing conditions meet standards and review tenders and quotes for exceptions.

This is a term position which may be for a period of up to 60 months, offers a competitive compensation package and is located on-site in Tiverton, Ontario.


What will you be responsible for?

- Commercial Duties

: Handle complex procurement tasks, including evaluations, advice, negotiations, and contract administration.

- Bidder Lists

: Ensure adequacy for competitive tendering; assess industries' ability to meet Bruce Power needs.

- Supplier Evaluation

: Evaluate manufacturing facilities, financial health, safety records, and quality assurance programs.

- Supplier Performance

: Monitor and assist suppliers; address unsatisfactory performance and maintain supplier records.

- Specifications Review

: Ensure purchasing conditions meet standards and resolve conflicts.

- Tender Documents

: Prepare and review tendering documents; issue requests for quotes and tenders.

- Tender Evaluation

: Assess tenders and quotes for exceptions; clarify vendor offers and make award recommendations.

- Contract Management

: Negotiate, evaluate, and recommend contract types; ensure effective monitoring.

- Procurement Advice

: Provide guidance on procurement practices, negotiation strategies, and contract preparation.

- Supplier Relations

: Maintain high-level supplier relations and ensure competitiveness and fairness.

- Risk Analysis

: Conduct risk analysis and recommend best business solutions.

- Legal and Policy Compliance

: Provide interpretations on applicable laws and policies.

- Project Management

: Undertake procurement-related projects and provide summaries and recommendations.

- Quality Assurance

: Ensure suppliers meet quality program requirements.

- Progress Monitoring

: Resolve difficulties during product and service delivery; initiate corrective actions.

- Vendor Performance

: Assess and report on vendor performance metrics.

- Administrative Duties

: Ensure contract files are complete and perform other required duties.


Specific Responsibilities:

- Assist in developing methodologies and performing strategic demand forecasting for all spend requirements between all major business groups within Bruce Power. Review segment spend and identify opportunities for service aggregation aimed at creating best value through innovative ideas and solutions;

- Work with all levels of Strategic Suppliers and Stakeholder groups within Bruce Power to align interests of functional groups;

- Evaluates existing services and/or materials transactions and administration protocols with a view to continuous improvement. Identify, recommend, and implement corrective actions to improve performance and efficiencies;

- Investigates and resolves performance issues in area of responsibility and negotiates opportunities for continuous improvement;

- Facilitates a collaborative environment with respect to Strategic Suppliers (companies and contractors). Ensures both parties have an open and dynamic relationship where mutual sharing of ideas, information and people will develop into a successful business model;

- Makes effective use of time and personal ability; working flexibly within own range of competence, undertaking the appropriate training and development to extend skills and abilities to meet the needs of the business;

- Ensures work programs and contracts are specified and managed to achieve targets, economic risk management and high standards of business integrity;

- Proactively work with Sourcing sections within the Supply Chain Division and provide cross-functional support, integration and guidance to the Procurement, QA, and Warehousing/Logistics Sections, etc.

- Assist in commercially managing contracts;

- Act as the single point of contact for assigned functional contract management support;

- Investigate and assess industry capability to ensure compatibility between Bruce Power requirements and industry capacity and quality standards;

- Establish and maintain effective relationships with internal customers as well as local, national, and international Supplier communities as appropriate;

- Provide support, guidance, commercial oversight, and a center of expertise to the business on the workings of contracts and ensure compliance as applicable;

- Establish contract management plans, measure and monitor commercial/technical performance, and provide regular reporting;

- Formulate and maintain consistent up to date contract documentation;

- Maintain and update Supplier database;

- Assist or negotiate contractual claim settlements, clarifying Bruce Power requirements to suppliers, and communicate information between suppliers and Bruce Power stakeholders;

- Administer contracts to ensure contractual obligations are met;

- Assist/lead in the development of commercial strategies, supplier selection and negotiation plans, and the supporting activities in this regard, i.e. RFI’s, RFP’s, RFQ’s, supplier sessions, etc.;

- Assist/lead in the execution of commercial negotiations; and

- Perform other duties as required.


Knowledge and Skills:

- Negotiating and contract/project management experience;

- direct experience with Reactor Programs considered an asset;

- understanding of and the ability to manage the challenges faced by major workgroups;

- working knowledge of codes and standards as they relate to procurement of services and experience dealing with audits;

- experience in the procurement of nuclear power plant services and materials;

- requires fundamental purchasing knowledge, general quality management, contract law, negotiating skills, insurance, foreign exchange, terms of payment and Business Administration to carry out the service contract purchasing process;

- Requires knowledge of mathematics and basic financial practices and procedures to perform commercial evaluations and to administer contracts;

- Requires negotiating skills to maintain effective relationships with Bruce Power stakeholders and suppliers;

- Requires experience to understand Bruce Power Supply Chain, Project Management and Contract Management Policies and Procedures, and the nature of interrelation of Operations;

- Strong communication skills, with the demonstrated ability to persuade and influence others;

- Ability to develop/analyze alternative strategies and execute same;

- Broad knowledge of Bruce Power business environment;

- Demonstrated ability to communicate clearly and concisely, both verbally and in writing;

- Proven ability to identify and resolve problems in assigned area of responsibility;

- Demonstrated ability to work collaboratively with others, contributing to good working relations and teamwork;

- Demonstrated ability to analyze Suppliers’ performance;

- Demonstrated ability to achieve task results consistent with requirements for safety, quality, quantity, timeliness, and resource allowance;

- Demonstrated abilities to plan, organize, and control work activities to effectively and efficiently meet established objectives and concurrent projects;

- Occasional overnight travel may be required;

- Sampling of key activities:

- Commercial strategy development;

- Commercial negotiations;

- Stakeholder engagement skills and experience – including business areas, executive and suppliers;

- Strong communication skills;

- Customer service;

- Results focus;

- Understanding of the project lifecycle; and

- Understanding of and experience with the Bruce Power supply chain / procurement processes and systems, and technical understanding of station systems is considered an asset.


Education and Experience:

- This knowledge is considered to be normally acquired either through the completion of a (4) four year university education in an appropriate field, such as business administration, or by having the equivalent education.

- A period of over 6 years is considered necessary to gain this experience.

- Previous Supply Chain experience considered an asset.
