The Human Resource Manager will lead and direct the routine functions of Human Resources (HR) including hiring and interviewing staff, administering pay, benefits, leave, workers compensation, performance appraisals, training and development, retention, termination, risk mitigation, and enforcing company policies.
- A minimum of 5 years of Human Resource generalist experience
- A minimum of 5 years administering employee relations and discipline
- A minimum of 1 year processing payroll
- Bachelor's degree
- Must be able to speak, read and write English
- Human Resource certification preferred
- Prepares, reviews and updates personnel policies and procedures for approval by the General Manager and adoption by the Board of Directors.
- Conducts employee investigations, counseling, and discipline. Trains leadership staff to conduct discipline and coaching.
- Prepares and updates performance appraisal instruments as needed. Assists with supervisor training to complete and administer performance appraisals. Reviews performance appraisals throughout company to verify uniformity with appraisal completion prior to appraisal administration.
- Administers all benefits including medical, dental, vision, life insurance, long term disability, supplemental insurance, retirement withholdings, deferred compensation plans, general liability, and worker's compensation insurance. Reviews plan options and makes recommendations on plan changes.
- Processes payroll and maintains applicable records.
- Oversees and maintains all confidential personnel records.
- Reviews and updates job descriptions and employment applications as needed. Posts and advertises vacant positions, reviews applications, phone screens, schedules interviews with qualified applicants, prepares interview questions, assists with interviews and job offers.
- Conducts pre-employment screenings including drug screening, pre-employment physicals and background checks. Conducts new employee orientation including all necessary paperwork.
- Confers with management and supervisors concerning disciplinary actions to determine appropriate steps, formulates supporting documents and completes necessary forms.
- Conducts wage and salary surveys and updates pay plan as needed to maintain competitive wages.
- Compiles data requested for year-end audit by worker's compensation carrier.
- Performs exit reviews of all employee terminations or retirements to ensure that company property and/or equipment has been returned, proper forms have been signed, final check has been processed, and to obtain a reason for termination of employment if the exit is of a voluntary basis.
- Coordinates and conducts training programs for staff on personnel policies, employee performance appraisals, employee benefits and other human resource related training. Develops and administers customer service and soft skill training for all staff.
- Leads initiative to enhance leadership skills across the organization, including developing leadership training programs and mentoring future leaders.
- Develops and implements strategies to foster a strong organizational culture, promoting values of inclusivity, collaboration, and continuous improvement across all levels of the company.
- Develops and delivers comprehensive training programs for supervisors, focusing on leadership skills, effective communication, conflict resolution and performance management to enhance their ability to lead teams effectively.
- Coordinates continuing education and skills training for all staff annually.
- Responsible for investigating and accurately reporting all litigation matters related to Workman's Comp insurance.
- Develops and maintains company-wide career path programs.
- Participates in required training and continuing education.
- Provides HR reports as needed.

- Knowledge of Alabaster Water Board's policies and procedures, and State and Federal employment law and guidelines. Proficient in revising and maintaining employee handbook.
- Knowledge of labor and reporting requirements. Maintains minimal company exposure to lawsuits.
- Experience implementing and proficiently utilizing HR related software, such as payroll systems, HRIS, LMS, ATS, personality/behavioral assessment platforms. Experience utilizing ADP, and Applicant Pro preferred.
- Ability to maintain professional, positive demeanor.
- Strong relationship building skills. Ability to establish and maintain an effective working relationship with management, employees, and benefit providers, while maintaining confidentiality.
- Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
