Under general direction, perform work of considerable difficulty in managing the Compensation/Benefits Division of the HR Department and provide assistance in the administration of HR policies and procedures.
Insurance/Safety
Under general direction, performs work requiring considerable initiative and independent judgment in planning and administering the District's Insurance and Safety Management programs.
Talent Development
Under general direction, perform work of considerable difficulty in managing the Employment and Training and Organizational Development Divisions of the HR Department.
Provides leadership and manages the daily operations of the Compensation/Benefits Division; directs, develops and motivates staff to meet objectives that assist in achieving the District's strategic business plan; direct the planning, administration, and implementation of all compensation programs and policies. Manage all benefit programs (life, health, disability insurance and retirement); Lead Payroll and HRIS teams. MSD's Civil Service Rules and Regulations; trains and instructs department staff so that work is completed in an organized, efficient manner and that applicants/employees are treated fairly and consistently; consults with Appointing Authorities, supervisors and employees regarding HR issues; conducts or completes wage surveys, special reports, and unemployment insurance claims; analyzes statistical data and other reports concerning Human Resources functions in order to identify and determine causes of potential HR problems and develops recommendations for improvement; oversees the District's pay plan to ensure the information is current and accurate; prepares and monitors the division's budget; maintains sources of data and information pertinent to HR regulations and policies; attends HR related meetings and conferences.

Insurance/Safety Essential Functions:
Provides leadership and manages the daily operations of the Insurance and Safety Division; directs, develops and motivates staff to meet objectives that assist in achieving the District's strategic business plan. Develop and implement strategies to minimize loss exposures and premium expenses on worker's compensation and building assets. Direct liaison between the District's insurance brokers and underwriters on all matters related to insurance strategies, terms and conditions of coverage and renewal negotiations including RFP development. Supervise and provide direction to staff engaged in developing and monitoring the District's safety, worker's compensation. Prepare and administer the annual budget for the District's the Insurance and Safety Division; advise senior management of loss exposures and recommended strategies to mitigate same develop and maintain an information system sufficient to allow for timely and accurate analysis of statistical information detailing the District's the Insurance and Safety Division's performance; attend conferences and seminars to the extent necessary to remain current on judicial pronouncements and industry trends affecting safety and insurance activities; responsible for placing insurance carrier on notice of loss, and collecting insurance recoveries for the District. Considerable amount of time involved in claims administration. Oversee damage control efforts and activities which may include rebuild or reconstruction of District assets and second party claims.

Talent Development Essential Functions :
Independently perform and manage work in recruitment and administration of HR policies and procedures; implement/develop strategies and processes in the areas of learning and development, performance management, competency identification, education (career planning), management coaching, and succession planning to meet the current and future business needs of MSD. Provides leadership and manages the daily operations of the Employment and Training and Organizational Development Divisions; directs, develops and motivates staff to meet objectives that assist in achieving the District's strategic business plan; plans, organizes and supervises the District's employment program including the recruitment process, test administration, applicant evaluation, development and maintenance of eligibility lists in compliance with appropriate laws and adherence to MSD's Civil Service Rules and Regulations; train and instruct department staff to operate in an organized, efficient manner. Ensure all applicants/employees are treated fairly and consistently; consults with Appointing Authorities, supervisors and employees regarding HR issues; conducts or completes wage surveys, special reports, and unemployment insurance claims; analyzes statistical data and other reports concerning Human Resources functions in order to identify and determine causes of potential HR problems and develops recommendations for improvement; oversees the District's job descriptions and pay plan to ensure the information is current and accurate; prepares and monitors the division's budget; maintains sources of data and information pertinent to HR regulations and policies; attends HR related meetings and conferences; completes EEO-4 report. Serves as an internal consultant/training partner to MSD leaders to help set priorities and identify challenges and barriers to the accomplishment of key operational goals; implements solutions to remove performance barriers to maximize results, and measures progress toward achievement of mutually agreed upon goals.
Additional Responsibilities:

Bachelor's Degree from an accredited college or university with major coursework in Human Resources, Business Administration or related field and six years of progressively responsible experience in human resources administration with at least two years of management/supervisory experience.
Compensation and Benefits Desirable Knowledge, Skills, and Abilities :
Considerable management and technical knowledge of Oracle Time and Labor (OTL) and operational practices of Oracle's HRIS System; considerable knowledge of District ordinances, rules and regulations and laws affecting HR administration; good knowledge of computer applications and applicant tracking software; considerable skill in management techniques and application; considerable skill in communicating effectively, both orally and written; considerable skill in recognizing, analyzing and recommending effective solutions; considerable ability to prepare administrative budget; considerable ability to maintain effective working relationships with both internal and external customers; considerable ability to plan and supervise the work of others; considerable ability to maintain records and prepare reports.
Insurance/Safety Desirable Knowledge, Skills, and Abilities :
Extensive knowledge of the philosophy, principles, and procedures utilized in risk management; ability to plan, organize and manage ,loss control programs, including Workers' Compensation, liability, self-insurance and safety; ability to research information and analyze data to arrive at valid conclusions, recommendations and plans of action; considerable working knowledge of statistical concepts, methods and data collection procedures; considerable ability to establish and maintain effective working relationships with consultants, public officials department directors and other District personnel; considerable ability to supervise and evaluate the work of others; considerable skill in expressing oneself clearly and concisely in both oral and written form.

SPECIAL REQUIREMENT:
Must possess valid driver's license issued by the state in which the employee resides.
