SUMMARY:
Under the overall guidance and executive direction of the Chief Executive Officer, the incumbent designs, directs, and manages the organization’s safety and health programs to reduce the risk of workplace injuries and ensure compliance with relevant federal, state, and local health and safety regulations. The incumbent will coordinate and deliver safety and health training programs, oversee inspections and reporting, and monitor the effectiveness of the safety processes and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Include the following and other duties as may be assigned.
1. Ensure compliance with relevant federal, state, and local regulations through design, implementation, training, updating, revising, and enforcement of safety programs and policies to effectively avoid accidents and incidents or mitigate the impacts of such.
2. Lead safety and training initiatives, advocate for a culture of safety, and demonstrate and communicate those initiatives and culture.
3. Develop and update occupational training, health, and safety policies, initiatives, systems, processes, record-keeping, and documentation.
4. Conduct or coordinate training programs, including safety and job skills, for new hires and existing employees.
5. Inspect facilities, equipment, and operations to identify and mitigate potential hazards.
6. Develop inspection checklists, investigate accidents, identify hazards, and implement corrective actions.
7. Determine appropriate and effective use of proper protective equipment (PPE) by all employees, train employees, monitor, and implement corrective measures as needed.
8. Procure and inventory flame-resistant uniforms, gloves, footwear, eye protection, other PPE, and other safety or training equipment or supplies.
9. Serves as the main point of contact and leads the effort for all PPE, including sleeve and glove replacement, and rubber goods testing.
10. Conduct incident and near-miss reporting, facility inspection, fire prevention, and occupational safety and health training programs for all 1803 personnel, utilizing knowledge of industrial safety-related discipline and operating regulations.
11. Conduct safety inspections on a regular basis and as required, ensuring crews understand and follow job guidelines and safety protocols.
12. Help promote a safe working environment by emphasizing the importance of safety and setting the highest safety standards and expectations for all employees.
13. Maintain consistent and proactive awareness of current regulations set by federal, state, local and tribal regulatory agencies/departments such as the NESC, OSHA, DOT, FERC, NERC, RUS, DEQ, EPA, DNR, FAA, FCC, and DOL.
14. Oversee the accident and injury prevention, recordkeeping, and reporting processes.
15. Maintain safety records, documentation, and reports; analyze and present findings, identify trends, and recommend corrective actions as requested.
16. Oversee and train staff on safe handling and disposal of hazardous substances in compliance with environmental guidelines.
17. Develop and implement emergency response plans for responding to unexpected situations and opportunities, including but not limited to, support of statewide mutual aid.
18. Prepare and host regular safety meetings for all field personnel and other safety trainings as needed or desired for all employees, the Members, and the public in compliance with an agreed-on frequency and schedule.
19. Provide information to Members and the public concerning the hazards of electricity including EMF concerns, other safety matters, and environmental issues.
20. Assist with the coordination of relationships with fire, police departments, and governmental agencies on what to do in the event of an emergency and familiarity with hazards.
21. Develop and maintain a productive and ongoing relationship with the Board of Directors, Members, staff, contractual counterparties, regulators, and other entities.
22. Provide similar services to 1803 Member Cooperatives as opportunities arise.
23. Assist with preparing regulatory reports to various federal, state, and local entities as required.
24. Develop, monitor, and report compliance with, budgets and resource needs in areas of responsibilities.
25. Assist with a wide range of strategic and business-related issues, special projects, planning, budgeting preparation and reviews.

QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed herein are representative of the education, experience, knowledge, skills, abilities, and behaviors required.

Education and Experience:
High School Diploma or equivalent required; associate or bachelor's degree in occupational health and safety or similar relevant degree preferred.
Minimum six years in safety management or related field, preferably in the utility or energy sector.
Comprehensive knowledge of relevant federal, state, local, and industry-specific safety regulations (OSHA, NESC, NERC, FERC, DOT, and others).
Strong ability to design, implement, and evaluate safety and training programs.
CERTIFICATES, LICENSES, REGISTRATIONS:
This job requires a current driver's license.
CPR/First Aid certification and similar programs preferred; Train-the-trainer certifications; Knowledge of emergency response procedures and tools.
- Certified Safety Professional (CSP), Certified Loss Control Professional (CLCP), or equivalent safety certification preferred.
