The Director of Human Resources is responsible for overseeing all HR functions, ensuring compliance with federal, state, and industry-specific regulations. This includes managing talent acquisition, employee relations, benefits, training, safety, and performance management. The Director also ensures adherence to workplace safety standards and regulatory requirements, collaborating closely with executive leadership to align HR strategies with the company’s goals and operational needs in both manufacturing and construction sectors.
Supervisory Responsibilities:
•Leads HR, safety, and talent acquisition teams, overseeing daily operations and workflow.
•Provides leadership in employee relations, conflict resolution, and compliance management.
•Conducts performance evaluations and manages disciplinary actions and terminations.
•Directly supervises and supports the development of the recruitment marketing team to drive employer branding and attract top talent.
Duties/Responsibilities:
•Collaborates with executive leadership to define the organization’s long-term mission, strategic goals, and how talent management aligns with business objectives.
•Leads the development, implementation, and coordination of policies, processes, training, and initiatives that support the company’s compliance, human resource strategy, and safety standards.
•Administers HR programs, including compensation, benefits, leave management, employee relations, investigations, performance management, and wellness initiatives.
•Identifies staffing needs and leads the recruitment process by developing and executing best practices for talent acquisition and management.
•Monitors compliance with federal, state, and local employment laws across multiple states, including Tennessee, Florida, North Carolina, Kentucky, Maryland, Washington D.C., Virginia, Pennsylvania, Colorado, and California. Stays current with HR, safety, and employment law trends, regularly reviewing and updating policies and procedures.
•Oversees adherence to DOT regulations and transportation safety standards.
•Leads safety initiatives by overseeing OSHA compliance efforts, ensuring the implementation of effective workplace safety programs to mitigate risks.
•Manages Workers’ Compensation, Auto, and General Liability claims, collaborating with the Third-Party Administrator (TPA) for efficient handling, compliance, and resolution. This includes cost trend analysis, optimizing plan administration, and implementing strategies to enhance employee benefits.
•Provides strategic oversight of the level-funded health insurance program, ensuring cost-efficiency and optimal employee benefits administration.
•Supervises marketing strategies, ensuring alignment of branding, communications, and promotional efforts with company goals and objectives.
•Ensures compliance with manufacturing and construction industry-specific standards, including prevailing wage laws, HUD and Davis-Bacon regulations, certified payroll, union labor requirements, and apprenticeship partnerships.
•Oversees union partnerships, executing collective bargaining agreements (CBA) or Project Labor Agreements (PLA) as required by each project, ensuring compliance with union labor standards and project specifications. Liaises between the company and union on labor needs.
•Collaborates with sales and project management teams to set up vendor accounts in accordance with contract specifications and ensures alignment with regulatory requirements for each project.
•Leads conflict resolution efforts at all levels of management, ensuring consistent application of company policies and legal standards.
•Fosters a culture of diversity, equity, and inclusion, ensuring these principles are embedded in all HR initiatives and company practices.

Education and Experience:
•Bachelor’s degree in Human Resources, Business Administration, or a related field; Master’s degree preferred.
•At least ten years of human resource management experience required, with strategic, talent management, and/or business development experience highly preferred.
•Experience managing a level-funded health insurance program.
•Experience managing a captive insurance program for Workers' Compensation, Auto, General Liability, Property & Casualty (P&C).
•SHRM-CP or SHRM-SCP highly preferred.
