Job Summary
The Certified Payroll Coordinator ensures compliance with certified payroll and prevailing wage requirements for public works and government-funded projects. Working closely with the CFO, CEO, and project teams, this role manages the payroll compliance system, supports subcontractor adherence to wage laws, and assists with audits and documentation. Strong knowledge of wage regulations, attention to detail, and effective cross-functional communication are essential.
Key Job Responsibilities
•Utilize a working knowledge of federal, state, and local prevailing wage laws—including the Davis-Bacon and Related Act (DBRA), Service Contract Act, Walsh-Healey Act, and related regulations—to provide project-level compliance support.
•Track and evaluate contractor and subcontractor reporting procedures to confirm alignment with all applicable prevailing wage laws at the federal, state, and local levels.
•Review compliance requirements with subcontractors and gather necessary reporting documentation.
•Confirm subcontractors are enrolled in approved apprenticeship programs, verify apprentice certifications, and ensure proper submission into the certified payroll system. Validate apprentice-to-journeyworker ratios as per governing laws and facilitate restitution processes if required.
•Review subcontractor documentation to ensure accuracy and compliance; work with subcontractors to resolve any findings.
•Manage or support on-site prevailing wage interviews with subcontractor personnel and ensure proper documentation is maintained within the certified payroll tracking system.
•Compare interview results with submitted payroll reports; identify and escalate any inconsistencies.
•Track and support prevailing wage interview schedules based on project size and policy guidelines in coordination with project staff.
•Ensure accuracy of payroll records, including work hours, classifications, and fringe benefits.
•Monitor timely submission of certified payroll reports; review for compliance and request corrections as needed.
•Verify restitution documentation and ensure subcontractors address underpayments promptly.
•Adhere to all record retention requirements; archive payroll documents properly and ensure accessibility for audits.
•Keep accurate records of certified payroll reports, affidavits, and supporting documents, ensuring they are readily accessible for review or audit.
•Participate in training and professional development related to prevailing wage compliance as directed.
•Support Section 3 labor hours reporting and M/WBE participation tracking.
•Perform additional duties and responsibilities as assigned.
Qualifications
•Minimum of 2 years of hands-on experience with certified payroll, or a comparable mix of relevant education and work experience
•Background in construction or related industries is preferred
•Familiarity with certified payroll procedures, workflows, and compliance standards
•Solid understanding of the Davis-Bacon Act and related federal, state, or local labor regulations
•Strong communication and organizational skills.
•Ability to work both independently and collaboratively in a fast-paced environment.
•Proficient in certified payroll software and Microsoft Office, with advanced Excel and Outlook skills
•Willingness to travel as needed
