Position Summary:
The Certified Payroll Clerk is responsible for assisting the Payroll and IRA teams with the payroll process, ensuring accurate and timely payroll processing for employees while adhering to federal, state, and local wage and labor laws. This role is focused on compliance with certified payroll requirements, primarily related to government and public works projects. The ideal candidate will have experience in certified payroll, strong attention to detail, and an understanding of prevailing wage laws.
Essential Duties & Responsibilities:
•Prepare, maintain, and submit certified payroll reports for contractors and subcontractors in accordance with applicable federal, state, and local prevailing wage laws.
•Ensure reports are filed in a timely manner with governmental entities.
•Maintain accurate and up-to-date records of certified payroll documentation.
•Assist when needed with payroll for all employees.
•Ensure compliance with tax regulations and benefits deductions.
•Maintain payroll records for all employees and ensure confidentiality.
•Ensure that all contractors and subcontractors comply with certified payroll laws.
•Resolve payroll discrepancies and respond to employee inquiries regarding pay, deductions, and benefits as needed.
•Participate in audits and ensure payroll records are ready for inspection for IRA compliance.
•Work closely with HR and the IRA teams to ensure proper payroll handling for employees on public works and construction projects.
•Assist with the onboarding of new employees, ensuring proper classification according to prevailing wage laws.
Requirements:
•High school diploma or equivalent required.
•A minimum of 2 years’ experience in payroll processing, with at least 1 year specifically in certified payroll. (preferred)
•Knowledge of prevailing wage laws, including federal Davis-Bacon and state-specific regulations.
•Experience with payroll software (i.e., LCP Tracker and Elations System) (preferred).
•Strong attention to detail and accuracy in data entry and payroll processing.
•Excellent organizational and time-management skills.
•Ability to communicate effectively with employees, management, and government agencies.
•Ability to work under pressure and meet deadlines.
•High level of integrity and confidentiality.
Physical Requirements for Office Roles:
•May be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, keyboard, and telephone, along with other general office equipment.
•Close vision abilities required due to computer work.
•Light to moderate lifting/carrying of 25 lbs. may be required.
•Reaching overhead or below.
•The work environment may include being able to tolerate moderate noise (i.e., business office with computers, phones, printers, light traffic).
•Ability to work in a confined area.
•Ability to sit at a computer terminal for an extended period.
