Under general supervision, inspect installations of water services by contractors or department personnel to ensure compliance with departmental regulations and/or developer subdivision agreements.
General supervision is provided by the Field Engineer.
The following is a summary of essential functions and duties required for the position of Water and Wastewater Services Inspector. · Conducts inspections of water and wastewater mains and service connections performed by contractors.
· Work involves driving to construction sites and taking measurements to mark site diagrams with locations of lines and couplings.
· Compares specifications to site and notes changes, as necessary.
· Determine whether locations and coverage of water and wastewater services meet department requirements.
· Inspects construction materials for proper standards of quality.
· Observes work-in-process to determine if acceptable standards have been met and to approve for backfilling.
· Monitors for and advises supervisor of illegal connections, broken meter covers, manholes, valve covers, fire hydrants and similar problems requiring attention.
· Conference with contractors on various matters such as interpreting and explaining departmental rules and regulations, unacceptable work, and materials, and advising on correct water services installation procedures.
· Draws or photographs details of services that may require special attention.
· Maintains plot plans and daily logs of inspections and findings.
· Line locates (water and sewer services for new installations).
· Resolve construction issues with contractors and other inspectors according to plans and specifications. Coordination with other entities’ inspectors for water and wastewater main installations.
· GPS new infrastructure to keep GIS system up to date.
· Coordinate with residents for any water or wastewater project related to the district.
· Must be able to establish and maintain effective working relationships with fellow employees, officials, and the public.
· Maintains safe work practices according to District’s rules and policies.
· Perform any other duties as assigned by the Field Engineer.
The following generally describes the knowledge and qualifications required to perform the essential functions and duties of the position of Water and Wastewater Services Inspector.
Education and Experience Guidelines – Any combination of education and experience that would likelyprovide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
Education: High School Diploma or G.E.D. Bilingual preferred (English and Spanish).
Experience: One (1) year experience in construction or utility such as the installation, maintenance and repair of water and wastewater lines, and meters.
· Texas Class “C” Driver’s License and must have an acceptable driving record.
· Must obtain a Class “D” Water Operator license issued by the Texas Commission on Environmental Quality within six (6) months of appointment to position.
· Must obtain Wastewater Collections “I” license issue by the Texas Commission on Environmental Quality within one (1) year of appointment to position.
· Application of good knowledge of water distribution and wastewater collection systems, and materials and techniques used in the installation, maintenance and repair of water and wastewater services.
· Application of some knowledge of simple drafting and diagramming techniques and map reading.
· The ability to identify various components of water distribution and wastewater collection systems and their functions.
· Ability to recognize deviations from acceptable water and wastewater service installation techniques.
· Ability to read and interpret water distribution and wastewater collection systems and construction plans, specifications, and related maps.
· Ability to accurately mark maps, take measurements and translate notes into diagrams.
· Ability to explain established procedures, policies, rules, and regulations.
· Ability to prepare reports and maintain records and daily logs.
· Clear, concise oral and written communication to prepare and present reports to department manager.
· Skill in the safe operation and care of motor vehicle.

Environment: This position functions in bothindoor and outdoor environments due to the nature of the district’s business and various work locations. Travel from site to site will be required. May be exposed to noise, dust, and inclement weather conditions, and domestic animals and insects. Outside work involves exposure to all weather conditions, traffic conditions, noise, dust, gases, electrical systems, and construction equipment. The position is subject to extended work schedules, including evenings and weekends.
Physical: Primary functions require sufficient physical ability and mobility to work in field environment; to stand, stoop, reach, bend, kneel, squat, climb, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry up to 50 pounds and push up to 100 lbs. Talk, use hands to finger, handle, feel or operate equipment, and reach with hands and arms. Frequently climbing in and out of trucks; sitting for an extended period.
Vision: Must be able tosee in the normal visual range, with or without corrective devices. Must be able to read.
Hearing: Must be abletohear in the normal audio range, with or without corrective devices.
Travel: Travel is primarily local during the business day, although some out-of-area and overnight travel may be required.
PPE: Required to comply with requirements as specified in regulations for personal protective equipment including hard hat, safety vest, eye protection, safety gloves, face mask, and steel-toe shoes.
