General Description

Performs supervisory, administrative, auditing, and tax collection duties as Manager, Utility Audit Section, Gas Services Department, Oversight & Safety Division. Work involves planning, developing, implementing, and directing professional, technical, and administrative personnel within the Audit Section. Requires knowledge of planning, budget process, locating and staffing regional offices throughout the state, training, and special projects. Special knowledge of natural gas utility accounting and rate authorization/setting is required. Plans, assigns, and supervises the work of others. Works under the general direction of the Gas Services Department Director, with latitude for setting performance standards and establishing work practices and procedures in accordance with the established policies of the Commission. Posting location in Houston, Texas.

Job Duties

- Direct the review of pipeline entities to determine if they qualify for a variance from gas utility status; make utility status determinations.

- Direct the processing of annual reports filed by natural gas utilities.

- Direct the collection of the natural gas utility tax as described in Chapter 122 of the Texas Utilities Code.

- Provide necessary instruction and supervision to the technical and administrative staff of the Utility Audit Section to accomplish routine and special tasks.

- Direct the field auditing of natural gas utilities operating in Texas to ensure compliance with statutory and regulatory requirements; develop a comprehensive audit plan annually to effectively audit all gas utilities subject to the Commission's jurisdiction.

- Plan, develop, implement, coordinate, monitor, and evaluate policies and procedures within the audit section.

- Respond effectively to inquiries concerning all aspects of the natural gas utility industry and the regulation of those utilities in Texas.

- Analyze proposed state legislation and implement new legislation affecting existing or prospective functions of the Audit Section.

- Graduation from an accredited college or university with significant coursework in business administration, finance, accounting, or a related field is generally preferred.

- Ability to evaluate financial records and statements, to prepare concise reports, and to communicate effectively.

- 10 or more years of audit experience.

- Management/Team Lead experience.

- Valid Texas Driver's license and a good driving record.


Preferred Qualifications

- Knowledge of applicable state laws, rules, and regulations; and of accounting and auditing procedures and techniques.

- Five or more years of experience in the management and direction of a regulatory compliance program.

- Licensed Certified Public Accountant (CPA).

- 15 or more years of audit experience (preferably with some being related to the oil and gas industry)


Knowledge, Skills, And Abilities

- Strong working knowledge of the statutory and regulatory requirements for intrastate gas utilities in Texas, found in the Texas Utilities Code, Texas Administrative Code, and, to some extent, the Natural Resources Code.

- Working knowledge of the FERC Uniform System of Accounts.

- The ability to analyze and critique work products (audit packets) and processes (administrative support activities) to promote operational excellence and excellent customer service.

- The ability to analyze T-4 Permit applications and natural gas operations to make accurate determinations of gas utility status and to distinguish the various types of Private Pipeline activities, securing and maintaining Non-Utility Certificates when applicable.

- The ability to analyze new accounting and reporting trends by the gas utility industry to ensure proper reporting and remittance of the Gas Utility Tax.

- The ability to examine and discuss the most complex rate authorization documents to assist the field auditors in determining the proper computation and application of authorized rates to rate-regulated customers.

- Ability to supervise and manage the activities of a diverse group of individuals located remotely.

- The ability to communicate clearly and concisely, both orally and in writing.

- Ability to take initiative and work independently.

- Ability to work effectively on a team.

- Ability to address issues/concerns in a professional manner.

- Ability to maintain working relationships with internal/external stakeholders.

- Ability to respond to high-pressure situations and meet changing demands and timelines.

- Proficient in the use of computer systems, utilizing Microsoft Office Suite and database systems.

- Demonstrate excellent organizational, communication, and writing skills.


Miscellaneous Requirements

- Ability to work Monday-Friday, 8 AM – 5 PM, with the possibility of flexible hours, overtime, and weekends.

- The position requires some overnight travel (50-75%).

Work Environment

Primarily indoors with heating and cooling regulated in a general office environment; the noise level in the work environment ranges from low to moderate.

Physical Requirements

Work Hours:

Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
