ABOUT THE POSITION: THIS IS AN ARMY CIVILIAN JOB.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Serves as the Operations & Maintenance (O&M) Engineering Section Chief, who works under the general direction of Chief of Engineering Branch, Washington Aqueduct Division, Baltimore District. The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of small and large projects as well as supervising staff within the Section at the Washington Aqueduct. The position requires a broad technical background and experience in various functions to control and manage project milestones and budgets from planning through construction completion and turnover. The incumbent is required to integrate requirements into a comprehensive project management plan that is fully coordinated with all contributing agencies and organizations including various functional elements within the Washington Aqueduct and the Baltimore District. External stake holders will largely be regional water treatment utilities and Government organizations that regulate, control and cooperate on water treatment and use issues.

The Aqueduct, built and superintended by the U.S. Army Corp of Engineers, has been providing water to the District of Columbia since 1863 and currently wholesales water to three customers: District of Columbia Water and Sewer Authority, Fairfax County Water Authority and Arlington County. EDUCATION:

Applicants must, at a minimum, hold a bachelor's degree in engineering from an ABET accredited institution.

EXPERIENCE:

Desirable candidates should possess experience/knowledge/competencies that include the following:

- Mechanical, Civil, Electrical or Environmental engineering skills

- Application of engineering principles when conducting inspection, enforcement, interpretation and administration of design contracts and ensures ongoing compliance with the required safety measures

- Knowledge of water quality regulations and compliance


- Strong analytical and problem-solving skills

- Ability to manage projects from inception to completion

- Strong verbal and written communication skills and the ability to collaborate with others


- Ability to work independently

Qualifying experience must have been at the equivalent of the GS-12 level in Federal service.


CONDITIONS OF EMPLOYMENT:

1. The incumbent will be required to obtain and maintain registration/licensing as a Professional Engineer or Architect within 24 months of hire.

2. Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

3. Incumbent is required to obtain and maintain a non-critical sensitive (SECRET) security clearance.

4. Incumbent is required to obtain and maintain a valid state Driver’s License.

5. Travel is required 5% of the time.

6. Incumbent will be required to obtain/maintain Confined Space Entry certification.

7. This position has been designated as Mission/Key Essential which requires the incumbent to report/remain at work during emergency/weather situations.
