The Senior Telecommunications Engineer role within Reliability Network Services is part of a multi-disciplined infrastructure team supporting reliability services for the New England electrical grid. The ideal candidate for this role must have a core background in telecommunications systems and connectivity, experience with the electric utility industry and related wide-area networks and protocols, and a familiarity with adjacent network and electric infrastructure.
Key responsibilities will include maintaining and managing a comprehensive suite of voice and network systems that are critical to supporting the bulk electric system. This involves ensuring high availability, reliability, and security of telecommunications infrastructure across multiple platforms and technologies. The role requires proactive monitoring, troubleshooting, and optimization of systems to prevent outages and minimize downtime. Additionally, the engineer will collaborate extensively with internal teams, organizational stakeholders, and external partners, including carriers, vendors, and regulatory bodies to coordinate upgrades, resolve technical issues, and align solutions with industry standards and compliance requirements. Effective communication and partnership will be essential to deliver robust, scalable, and future-ready network services that meet operational and strategic objectives

- Design and implement analog and digital voice communication systems, including PBX, Voice gateways, IAD routers, FXS/FXO, VoIP, SIP, LTE and related technologies.
- Conduct performance analysis of voice communication systems and identify opportunities for improvement.
- Develop and maintain circuit management solutions, including traffic analysis, network optimization, and troubleshooting with commercial vendors.
- Configure and maintain multiplexers for data transmission over communication lines.
- Collaborate with cross-functional teams to design, develop and deploy reliable voice communication solutions that meet business needs.
- Work together with a team on various projects to update and modernize telecom and network infrastructure.
- Identify and recommend the latest telecommunication technologies, standards, and best practices.
- Provide guidance to junior engineers and technicians.
- Develop and maintain technical documentation and diagrams.
- Participate in project planning and management, including scoping, execution, and documentation.
- Work with various carriers, LECs and vendors to complete and maintain circuits and circuit orders.
- Bachelor of Science in Electrical Engineering, Telecommunications/Network Engineering, or associated disciplines from an accredited engineering school, or equivalent professional experience.
- 5+ years of experience in telecommunications and network engineering with a focus on voice communications and circuit management.- Understanding of the OSI seven-layer model with advanced knowledge of layer 1 and layer 2 transport systems and intermediate knowledge of layer 3 routing and routing protocols.
- Experience with firewalls, such as policies related to Telecom and data networks, including identification of required TCP/UDP ports and ACL’s
- Experience with analog voice communication infrastructure, including PBX, T1 PRI, channel banks, TDM circuits, and related technologies.
- Experience with digital and IP based voice communication infrastructure, including VoIP, SIP, LTE, and related technologies.
- Understand how to use protocol analyzers such as Wireshark to inspect traffic flow with packet capture and evaluate network performance data, ensuring operation is within network specification.
- Familiarity with MPLS, Ethernet and IP wide-area network routing and switching, with a focus around wide-area network technologies like DMVPN, SD-WAN, and related technologies.
- Strong knowledge of IT infrastructure engineering principles, including network analysis, circuit design, and system architecture.
- Working knowledge of automatic ring down circuits.
- Field experience with DNP3, ICCP, Synchrophasor and related SCADA telemetry transport protocols.
- Experience with Microsoft Visio or similar diagramming software.
- Excellent analytical and problem-solving skills.
- Strong communication and collaboration skills.
- Ability to work independently and in a team environment.
- Experience with project management methodologies and tools.

The expected salary range for this position is $130,000 - $175,000 per year.
