SUMMARY: Under the general supervision of the EHS Supervisor, the incumbent is responsible for developing, implementing and monitoring Cooperative-wide employee safety and physical site security programs. Areas of responsibility include the implementation and maintenance of a coordinated physical site security program, implementation and maintenance of a Safety Management System that meets the compliance requirements of all applicable regulatory agencies, and investigation and analysis of incidents related to safety or security to determine the cause and recommend appropriate preventative measures. The incumbent also coordinates the Cooperative's workers' compensation program, including the administration of workers compensation claims, and assists with the implementation and maintenance of NERC compliance regulations and controls.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following, other duties may be assigned. Develops a comprehensive annual safety and security plan for management review and approval. Implements the approved plan with the cooperation of appropriate managers, supervisors and employees. Reviews all safety and security programs to ensure compliance with applicable Federal and State regulatory agencies on a continuous basis and makes recommendations for revision as appropriate to maintain compliance. Acts as an internal subject matter expert (SME) on safety or security related questions and issues. Maintains current knowledge and provides information and direction regarding federal and state safety regulations, safety standards, fire codes, electrical codes, security requirements, transportation regulations, safety and security related "best practices" and workers' compensation laws. Serves as part of the team for the coordination and implementation of security compliance. Develops and coordinates security policies with management and informs management about security related issues to support NERC compliance. Participates in the investigation and analysis of safety and security accidents or incidents to determine the root cause, and to develop and recommend appropriate preventative measures. Compiles and presents investigative reports to management. Provides assistance in the settlement of accident-related claims. Jointly monitors workers' compensation claims and ensures that employees are informed about the process, and company policies regarding related absences, and return-to-work. Acts as the Cooperative's contact with outside workers' compensation administrators for claims processing. Coordinates security services including physical site security officers, security monitoring systems, access control and visitor management. Serves as SME for security matters relating to NERC compliance regulations and controls. Coordinates fire system inspections for all WFEC sites in accordance with NFPA regulations and FM Global best practices. Organizes, supports, and guides activities of the employee Safety Committees at various locations. Implements and maintains WFEC Safety Management System including the ongoing development of related safety management plans, completion and maintenance of industrial hygiene assessments, training and other required elements to support regulatory compliance, including the administration of contracted safety training curriculum. Participates in the development of customized safety training programs and delivery of training. Attends and participates in site-specific safety events including safety committee meetings, scheduled safety training and banquets. Works closely with other cooperative organizations both nationally and locally to coordinate safety implementation and compliance. Maintains complete and accurate safety records and physical security related records required by the Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), and other federal and state agencies. Prepares reports for management review and government agencies as required. Periodically reviews the Safety Management System and security programs for effectiveness and makes recommendations to management regarding revisions for improvement. Participates in various safety or security related organizations to keep current on safety and security issues. Supports other Environmental Health & Safety staff as assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required.

Education and Experience: A Bachelor's degree in safety or a related field and five (5) years of experience in a generation, transmission or electric utility environment are required. Directly related experience may be substituted for education at the rate of two (2) years of experience for one (1) year of education.

Language Skills: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations; ability to write reports, business correspondence and procedure manuals; ability to effectively present information and respond to questions from top management, member system management, public groups, customers and the general public.

Math Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to create and interpret bar graphs.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills: Ability to use a personal computer and Microsoft Office software, including, but not limited to, Excel, Word, PowerPoint and Outlook.

CERTIFICATES, LICENSES AND REGISTRATIONS: Current driver's license is required. OSHA 30 General Industrial Safety Certification is preferred. Certified Loss Control Professional (CLCP) credentials are preferred.

WORK SCHEDULE REQUIREMENTS: Normally works a daytime weekly schedule, but may be required to work additional hours, including weekends and holidays, to meet deadlines; may be required to travel on short notice. This position generally consists of approximately 50% office time and 50% time in the field.

The noise level in the work environment is usually quiet, except when visiting plant sites where the noise level is moderate.
