About This Job


Primary Purpose


The Safety and Loss Control Administrator is responsible for assisting the Management Team in implementing, maintaining and promoting a safe work environment while making recommendations to management as needed for process improvements. Responsible for providing the training needed to CCEC personnel within the scope of his/her training and certification in a safe and efficient manner within accepted operations standards; is responsible for maintaining all safety records and reports, to meet regulatory requirements.

Essential Job Functions (Reason position exists is to perform these functions)

1. Plans, develops, and conducts safety, health, accident, and loss prevention programs, for all personnel. Oversees and provides administrative support to the Safety Committee.


2. Schedule and conduct periodic field safety inspections, facility inspections and meetings to identify occupational health/risk and safety hazards. Provide methods and means to eliminate and control hazards and train personnel in safety practices and accident prevention and maintain supporting records.


3. Coordinates training programs, as directed by Operations Manager. Assists with implementing strategies for preventing and mitigating losses.


4. Conduct near miss, damage and accident investigations. Complete and maintain written reporting and present results to the Safety Committee.


5. Advise management and employees of safety requirements, standards, and codes applicable to operations. Provides on-site technical loss control/risk management assistance, such as written safety policies, safety videos and various other safety related training topics. Make recommendations to management based on new or revised safety policies, programs and practices as new legislation, operating conditions, and technologies require.


6. Ensure vehicles are equipped with insurance cards, accident forms, licensing requirements and reporting documentation.


7. Maintains all safety supplies in offices and warehouses, inspecting yearly for placement and replacing out of date or used supplies; not limited to vehicle inspections, first aid and survival supplies, fire extinguishers, safety lighting, FR clothing gear, climbing equipment, and PPE.


8. Coordinates all Electric Safety Programs for the general public, first responders and schools, and serves as the contact for OSHA, and all other agencies pertaining to safety.


9. Reviews Safety Manuals, Emergency Response Plans, Mayday procedures, Standard Operating Procedures and all other safety plans to ensure they are current and in compliance with applicable laws. Ensure that plans are updated as necessary, disseminated to employees and employees are educated on the information.


10. Prepares and maintains reports and records for statistical measurements, management reports and the monthly status report for the board; ensuring that reporting conforms to state and federal requirements and safety industry standards.


11. Prepares OSHA 300 form; maintains all other safety records required by regulatory agencies.


12. Coordinates and administers Apprentice/Journeyman Lineman Program ensuring compliance with JATC, Bureau of Labor and Industries and other agencies. Review monthly logs and requirements per step. Maintains records of Apprentice Lineman training and advancement


13. Evaluates the need and effectiveness of approved protective equipment. Recommends purchase of appropriate equipment and ensures personnel are trained on proper use.


14. Develops and administers appropriate industrial hygiene programs. Administers hearing-loss prevention programs and maintains contact with medical and industrial hygiene community to stay abreast of industry practices and problem resolution.


15. Maintains communications with counterparts in other companies, attend meetings, participate in activities. Keep in close working relationship with other utilities, state and federal regulatory agencies.


16. Assist with development and administration of disaster and contingency plans


17. Processes federated liability damage claims; insured and non-insured. Reviews annual policy and premiums.


18. Process Highway taxes quarterly and annually, ensuring deadlines are met.



19. Administer CCEC RESAP program.


20. Communicate in a professional, respectful and courteous manner with all employees, the Board of Directors, customers and others with whom we may work. Work Environment


This job operates in a professional office environment. This role routinely uses standard office equipment.


Physical Demands


This is a largely sedentary role; however, some filing is required, which would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds, walk on uneven terrain and drive company vehicles.

Position Type and Expected Hours of Work


This is a full-time position, and typical work hours are Monday through Thursday 7:00 a.m. to 5:30 p.m. Coos-Curry Electric Cooperative operates on a four/ten work schedule.



Travel

Ability to travel to the different district offices required. Occasional travel to training seminars and/or conferences.


Qualifications


1. Associate’s Degree in Business Administration or related field preferred.


2. Minimum five years experience with electric utility operations and be a skilled trainer and effective speaker or related professional experience required.



3. Rural electric cooperative experience preferred.



4. Valid Oregon driver’s license and insurability.


5. Basic understanding of Electrical working rules and/or theory.


Additional Eligibility Qualifications



1. Strong MS Office Suite skills.



2. Reliable transportation for getting to work.


3. Must meet the requirements of pre-employment drug screening and comply with company drug and alcohol policy while employed.
