The Safety and Compliance Manager is responsible for training employees, to provide a safe work environment for employees and the general public through research, planning, developing and implementing the programs and procedures necessary to meet the cooperative’s safety goals.

Within the limits of established policies, procedures and budgets, assumes responsibility and has commensurate authority as delegated by the President/CEO for the following functions:
· Create and manage the implementation of goals and policies of the safety program.
· Make recommendations to correct compliance issues and follow through with a management approved corrective course of action.
· Prepare and monitor the safety budget, including safety gear for team members.
· Manage the creation and distribution of the cooperative’s Safety Manuals.
· Ensure compliance requirements are met on all federal, state and local programs including but not limited to EPA, OSHA, DOT, Utility Regulations (i.e. NESC, RUS, etc.), Bureau of Worker’s Compensation and other regulations as required by law. Communicate new requirements as necessary.
· Conduct safety investigations when conditions exist and recommend corrective action.
· Maintain accident investigation procedures and ensure response in the event of an accident. Perform investigation, record and document details.
· Perform monthly SPCC facility audits and annual SPCC substation audits. Document and plan mitigation strategy with appropriate departments.
· Conduct monthly safety inspection audits in the field and of PPEC properties, warehouses and offices.
· Maintain all necessary compliance, safety and training records and files including correspondence, reports, and filings concerning compliance reporting.
· Provide and present safety initiatives and programs to the PPEC board members of the cooperative.
· Participate, provide support, develop and/or implement special projects as assigned by management to fulfill objectives of the cooperative.
· Accomplish safety outreach efforts to emergency responders, PPEC members and the general public.
· Assist other departments as needed with related needs.
· Subject to random drug and alcohol testing consistent with DOT regulation and Paulding Putnam Electric policies.
· All other duties as assigned by the President/CEO.
Cooperative Employees and Members, Safety and Environmental Regulating bodies to include but not limited to OSHA, DOT, RUS, Bureau of Worker’s Compensation and others as required by law.
· Bachelor’s degree in business administration, teaching, engineering, human relations, communications or related fields is preferred. Specialized vocational training may substitute for part of the educational requirements.
· Five to Ten years’ work experience in a compliance unit or an organization closely related to the electric utility industry required. Experience and/or in-depth knowledge related to the field operations and maintenance of a distribution electric system is highly desirable.
· A combination of education, training and experience may be substituted when competency in the role is demonstrated.
· Excellent written and verbal communication skills, including the ability to describe and explain complicated or sensitive information, the ability to influence others, the ability to negotiate with and motivate others, the ability to maintain confidentiality and strong listening skills.
· Strong decision-making and problem-solving abilities, including the ability to make judgments based on interpretation of information and when other’s opinions may be in conflict.
· Demonstrated ability to develop constructive and cooperative working relationships with others and maintain them over time.
· Ability to acquire, understand and relate government regulations regarding safety issues.
· Strong project management and planning skills, including the ability to coordinate work with other departments or organizations.
· Ability to prioritize, organize and manage tasks and time effectively to meet deadlines.
· Ability to work independently and formulate detailed programs, policies, etc. from a conceptual basis.
· Proficiency with Windows OS, Microsoft Office programs, office equipment including printers, copiers, fax machines and phones.
· Possess and maintain a valid driver’s license, CLCP, OSHA 30 Training and First Aid/CPT Certificates.
· Maintain confidentiality regarding PPEC proprietary information and other department information. Overtime may be required to complete the duties as directed.
