Summary and Objective
The Transportation and Safety Compliance Manager is responsible for overseeing the safe, compliant, and efficient operation of the company’s vehicle fleet. This position plays a key role in driver performance monitoring, vehicle maintenance oversight, regulatory compliance, and the implementation of fleet safety policies. The role also supports cross-functional collaboration with Safety, Operations, and HR to ensure operational readiness and continuous improvement in fleet-related activities, and will be responsible for high level facility management needs for Buckner offices and shops. This position reports to the National Safety Manager.
Transportation Responsibilities
•Monitor and manage driver behavior using fleet telematics (e.g., Samsara); respond to alerts, analyze trends, and implement coaching or corrective action to promote a strong safety culture.
•Oversee preventive maintenance and repair programs to ensure fleet vehicles remain operational and compliant. Maintain up-to-date records in Salesforce and Viewpoint, including vehicle status and driver assignments.
•Investigate and document vehicle-related incidents; compile materials for internal reviews, legal cases, insurance claims, and regulatory hearings. Serve as primary contact for auto insurance adjusters and brokers.
•Ensure compliance with DOT regulations, including Hours-of-Service (HOS), DVIRs, and ELD documentation. Monitor the FMCSA portal, manage MCS-150 updates, and oversee DataQs submissions.
•Act as liaison for DOT enforcement issues and violations.
•Assist the Director of Field Operations with evaluating, purchasing, and phasing in new fleet vehicles.
•Maintain accurate inventory records and ensure proper vehicle lifecycle planning.
•Administer the WEX fuel program, issue and manage fuel cards, track usage, and investigate anomalies.
•Support environmental initiatives by promoting fuel efficiency and low-emission practices.
•Conduct regular Motor Vehicle Record (MVR) reviews, identify violations, and coordinate with HR and Safety to address concerns.
•Ensure proper documentation and driver qualification file maintenance.
•Deliver driver safety orientation for new hires, covering fleet policies, DOT compliance, telematics usage, WEX procedures, and MVR expectations.
•Develop and maintain vehicle fleet safety procedures and maintenance standards in line with regulatory guidelines and company goals.
•Manage tolling systems, transponder programs, and payment portals.
•Submit and track purchase orders and expenses related to vehicle operations, ensuring alignment with budget and approval protocols.
•Perform additional responsibilities as directed by the National Safety Manager and/or National Service Manager to support broader departmental goals.
Safety Compliance Responsibilities (Facility):
•Develop and maintain the facility's preventive maintenance (PM) schedule for all critical building systems, equipment, and infrastructure.
•Review manufacturer recommendations, equipment warranties, and facility needs to update and optimize the preventive maintenance program as necessary.
•Track and report preventive maintenance compliance rates, upcoming due dates, and overdue tasks to the leadership team and the individuals responsible for outsourcing applicable tasks.
•Support budgeting efforts by forecasting preventive maintenance needs, costs, and service intervals.
•Assist in developing and maintaining facility asset inventories, including updating maintenance schedules when new equipment is installed or decommissioned.
•Ensure that facility maintenance activities align with organizational safety, health, and environmental policies.

•Frequent bending, climbing, kneeling, and reaching during maintenance checks or incident reviews.
•Ability to lift up to 50 pounds unassisted (e.g., equipment, tools, or safety materials).
•Comfortable working around noise, dust, equipment, and in varying weather conditions while wearing PPE.
•Capable of driving long distances between job sites; must hold a valid driver’s license and meet medical qualifications where required.
•Dexterity and visual acuity required for computer work, equipment inspection, and written documentation.
•Availability to respond to after-hours emergencies or urgent fleet-related incidents.

Qualifications
•Bachelor’s degree in Occupational Safety, Transportation Management, Business Administration, or a related field (or equivalent experience).
•3–5 years of experience in fleet safety, DOT compliance, or transportation operations; experience in construction or heavy equipment industries preferred.
•Certifications & Knowledge
•Strong understanding of FMCSA, DOT, and OSHA regulations.
•Certifications such as Certified Director of Safety (CDS), Certified Transportation Professional (CTP), or equivalent are a plus.
•Proficient in fleet telematics platforms (e.g., Samsara), WEX fuel systems, and vehicle maintenance tracking software.
•Proficient in Microsoft Office Suite (e.g., PowerPoint, Word, Excel, etc.)
•Communication & Leadership
•Excellent written and verbal communication skills; able to train, coach, and communicate with drivers and leadership teams.
•Strong organizational and time management skills with the ability to manage multiple priorities.
Work Location:
· Based M-F in the Graham, NC office
· 15% Travel is expected annually
