Role Overview
The Resources Director is the overall responsible for managing the resources assigned to outage services, ensuring the best assignment of project managers, engineers, supervisors, technicians, and subcontractors. Select crews based on qualifications (STCP), technical experience, language, and other parameters as required to provide the best composite crew available to provide the safest, highest quality and timely completion of outages. Maintain alignment with Service Operations upper management regarding resources assignments. The Resource Director is also responsible for forecasting resource needs, provide recommendations to management regarding Mitsubishi Power team right sizing, and subcontractors network (union and non-union) right sizing.
Key Responsibilities
•Lead the resource team in validation of crew compositions for outage services.
•Forecast Mitsubishi Power technicians, engineers and supervisor staffing levels for both FTE and seasonal resources to ensure resources can support workload and demand.
•Oversee the resource management team reports for accuracy along with outlining correct levels of resource support to handle scopes of outages. Understand what NEO Matrix means in Power Generation resource management.
•Report on project utilization for project managers, field engineers, supervisors, technicians and schedulers.
•Direct and guide the Resources Management group during planning activities with project managers, field engineers, and schedulers.
•Maintain a cadence of meetings with key labor suppliers to evaluate performance, staffing levels, safety, quality, etc.
Requirements
•Bachelor’s degree in Electrical, Mechanical Engineering, or relevant four-year degree from an accredited university is required.
•Must have 10+ years of Resource Management leadership experience specific to Power Generation and or Utilities industries.
•Lead performance and qualification evaluations of subcontractors for centerline labor sources and seasonal personnel to ensure delivery of support in accordance with developed KPI’s.
•Work with centerline labor suppliers to support successful resolutions of outages.
•Collaborate with Global Commodity Managers and Contract Relations Managers on resource negotiations and qualifications.
•Manage and oversee the team responsible for completing necessary immigration documents and ensure employees are cleared for travel to support project outages.
•Review and create plans to manage subcontractors during the outage season along with Contract Relation Managers.
•Provide recommendations on the issuance of purchase orders ahead of outage times to secure appropriate levels of labor talent in preparation of outage season.
•Strong resource management skills using CRM Microsoft Dynamics
