Description of responsibilities: The Resident Project Representative (RPR) supports the Engineering Department by assisting in the inspection and construction management of Capital Region Water’s Capital Improvement Projects, (C.I.P) and Indefinite Duration Indefinite Quantity (I.D.I.Q). Ensures contract compliance, schedule and following of CRW construction standards. The incumbent will schedule water main shutdowns, valve operation and coordination of testing.
Required experience:
•Associate’s degree in Construction Management or related field and 2+ years’ experience, or equivalent combination of education and experience.
Knowledge of the City of Harrisburg Street Cut Specifications and Management of Traffic.
Thorough knowledge of permit application processes, including Highway Occupancy Permits and PennDOT requirements.
•Knowledge of soil compaction and testing methods.
•Knowledge of environmental regulations, sediment control devices and traffic control standards.
•Knowledge of concrete placement. Knowledge of AWWA standards.
Knowledge of PADEP and EPA’s Lead and Copper, LCRR Rule.

Required skills:
•Knowledge of project management principles as they relate to drinking water, wastewater, stormwater infrastructure and street restoration.
•Knowledge of Construction Administration and Management principles.
•Ensure compliance with local, state, and federal regulations.
•Accurately track project data and document processes.
•Ability to interact effectively with City of Harrisburg Engineering, consultants, and customers.
•Ability to facilitate across departments to meet goals and deadlines.
•Demonstrated attention to detail and accuracy in creating reviews, applications, and reports.
•Flexibility to adapt to changing regulations, project requirements, and organizational needs.
•Ability to provide excellent support and assistance to internal and external stakeholders, ensuring a high level of satisfaction.
•Proficient with PDF-XChanger Editor or similar and M/S office suite.
•Knowledge interpreting survey field notes.
•Experience reading and interpreting Standard Specifications and Standard Details.
Required Education:
•Associate’s degree in Construction Management or related field and 2+ years’ experience, or equivalent combination of education and experience.
•Drinking Water Distribution License or ability to obtain within 1 year of employment
•Collection System E-4 License or ability to obtain within 1 year of employment
•NASSCO: PAPC, LACP, MACP preferred, or ability to obtain
•NASSCO: ITCP (manhole & CIPP lining)preferred, or ability to obtain
