The Project Engineer provides technical and administrative support to ensure underground utility construction projects are completed safely, efficiently, and in accordance with project plans, specifications, and regulatory requirements. This role works closely with Project Managers, Superintendents, Foremen, and field teams to help plan, coordinate, and track project activities.
- Review project drawings, specifications, utility plans, and permits.
- Assist in creating work plans, takeoffs, and construction methodologies.
- Prepare and track RFIs, submittals, shop drawings, and as-built documentation.
- Support resolution of technical issues related to installation of water, sewer, storm drain, duct bank, and associated utilities.
- Assist in getting quotes and pricing for suppliers and subcontractors that meets or exceeds internal budgets.
- Coordinate with project superintendents, foremen, and subcontractors.
- Conduct site visits to monitor progress, document field conditions, and verify quantities.
- Support quality control inspections to ensure work meets design and regulatory requirements.
- Assist in managing materials, equipment deliveries, and site logistics.
- Maintain project records, logs, and documentation in company systems (e.g., HCSS, Bluebeam, Excel).
- Track daily quantities, production, schedule progress, and material usage.
- Assist in preparing project status updates and weekly progress reports.
- Support development of change orders, cost tracking, and budget updates.
- A daily and weekly review of timecards, confirming cost codes, daily logs, and photos are properly being saved and submitted.
- Assist in implementing project-specific safety plans.
- Support compliance with OSHA and company standards.
- Ensure all work follows permits, environmental restrictions, and utility-owner requirements.
- Attend project meetings and prepare meeting minutes.
- Communicate effectively with customers, inspectors, utilities, and subcontractors.
- Support the Senior Project Manager and Project Manager with any other project tasks as required.- 1–3+ years of field or office experience in underground utilities, civil construction, or related discipline.
- Ability to read and understand civil drawings, plan sets, and utility maps.
- Strong organizational and communication skills.
- Proficiency in construction software such as Bluebeam, HCSS, or similar.
- Valid driver’s license and ability to travel to job sites.
- Bachelor’s degree in civil engineering, Construction Management, or related field.
- Experience with MDOT, VDOT, DDOT, DC Water, WSSC, municipal utility projects and/or general contractors.
- Ability to walk and stand on active construction sites.
- Ability to work outdoors in varying weather conditions.
- Occasionally lift up to 50 lbs.
