Position Summary

The Principal Emergency Preparedness Specialist facilitates public safety through emergency preparedness and response within PG&E's Vegetation Management Department. The Principal is responsible for emergency planning, training support, and managing exercises within the department to ensure adequate support of activated emergency centers, including staffing the Emergency Operations Center (EOC) during significant events. Responsible for developing training, tools, and processes to facilitate a consistent and efficient response. Coordinates with internal stakeholders to align with department processes and supported lines of business. Facilitates the vegetation management department staffing of emergency operations centers (EOCs) through PG&E. Responds as required to support departmental requirements and ad hoc projects. Conducts after-action reviews and implements improvements and corrective actions to implement lessons learned after significant events. Ensures the integrity of all emergency management preparedness records, activities, and responses. Responsible for emergency management budgeting, oversight of invoicing, and annual purchase order implementation. Prepares qualified emergency response contractors to safely and efficiently support major emergency events. The incumbent may also serve as a subject matter expert and provide guidance and education or influence leaders in the industry (PG&E, other utilities, or other decision makers) on regulatory issues and program strategies.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, particular skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is: Bay Area Minimum: $128,000

Bay Area Maximum: $218,000

&/OR

California Minimum: $122,000

California Maximum: $207,000

This job can also include participation in PG&E’s discretionary incentive compensation programs.

This position follows a hybrid work model, requiring employees to report to their assigned office location at least three days per week. The remaining days may be worked remotely, depending on business needs. The headquarters location is flexible and must be within the PG&E service territory.

Job Responsibilities

Manages the departmental emergency preparedness and response activities

Develops and regularly assesses the effectiveness of departmental emergency procedures that align with supported internal stakeholders
Trains departmental personnel and contractors on the company and department emergency preparedness process
Staff the EOC
Coordinates departmental and contracted staffing requirements during active emergency events
Provides situational summary reports of departmental activities for all major events
Develops and leverages the use of technology to improve quality and gain efficiencies
Ensures the integrity of training documentation and emergency records
Works independently on complex issues by applying advanced knowledge and problem-solving skills to wide-ranging issues
Manages or directs project or operational execution teams
Communicates complex ideas to diverse audiences (PG&E, other utilities, public entities, community organizations, etc.) using various media.
Guides complex industry regulatory and compliance environment and considerations.
Develops new or revises existing scopes of work for contractors such as foresters, land planners, etc., to establish compliance standards and deliverables.
Acts as a subject matter expert who may participate in public hearings, legal proceedings, or similar events in this capacity
Develops budget forecasts and business cases. Analyzes the support for identifying budget variances and solutions to address.
Serves as the primary point of contact in cross-functional continuous improvement efforts with other lines of business related to emergency preparedness and response


Qualifications

Minimum:

Bachelor's degree in relevant emergency preparedness responsibilities or natural resources-related fields, or equivalent experience
9 years of safety program development/management experience in a construction/utility environment
Certificate in ICS 100 and ICS 200


Desired:

Certificate in ICS 300 and ICS 400
First responder and extensive experience managing teams utilizing the Incident Command System (ICS), California Standardized Emergency Management System (SEMS), and/or National Incident Management System (NIMS), or experience working within PG&E's Emergency Management Organization (EMO).
Strong training, facilitation, and leadership skills
Experience developing procedures
Exceptional verbal and written communication skills to communicate findings and recommendations to various levels of management
Agency liaison experience
Knowledge of environmental best practices and avoidance mitigation measures
Influence and negotiation skills, tact, diplomacy, and political acumen to navigate sensitive or legal issues.
Exceptional independent organizational, time management, prioritization, and planning skills
PMP Certification or similar expertise in project and program management methods
Ability to lead complex projects or process improvement initiatives
