Emergency Response and Safety Specialist
Position Description
Reporting to the Health and Safety Superintendent, this role is responsible for leading all aspects of emergency response, including coordination of the Surface Emergency Response Team, Mine Rescue operations for underground activities and the development and cultivating the sites safety culture.
Responsibilities•Promote a strong occupational health and safety culture across the organization by providing expert guidance and support in alignment with our Journey to Zero objectives.
•Provide leadership, mentorship, and performance oversight to Emergency Response Team, Mine Rescue personnel and all personnel at the Hemlo mine.
•Support recruitment and retention of qualified emergency personnel.
•Oversee the Emergency Preparedness Program, ensuring compliance with company and regulatory standards.
•Develop, implement, and regularly update emergency response plans, procedures, manuals, and related documentation (emergency response and safety).
•Coordinate and lead specialized emergency response training, including surface fire, confined space, and mock scenarios.
•Maintain and manage emergency equipment and supplies, including gas detectors, retrieval systems, PPE, and Air Boss units.
•Ensure timely maintenance, testing, and inventory of emergency equipment.
•Evaluate and recommend appropriate personal protective equipment (PPE).
•Conduct regular audits and inspections to ensure compliance with safety standards and legislation.
•Investigate hazards and incidents, ensuring timely corrective actions and documentation.
•Be available for on-call emergency response coverage, including night and weekends as required
•Provide support within the Incident Command Structure during emergency situations.
•Prepare and submit regular reports on emergency preparedness and equipment status.
•Maintain complete and accurate records related to training, audits, inspections, and investigations.
•Monitor and guide employee safety practices; ensure proper use of PPE and adherence to safety procedures.
•Respond to inquiries regarding emergency response policies, procedures, and equipment.
•Enforce compliance with all applicable health, safety, and environmental regulations.
•Support continuous improvement by identifying risks, recommending enhancements, and implementing solutions.
•Manage the Action Register process and track completion of safety recommendations.
•Facilitate training sessions for large groups and ensuring effective delivery and engagement.
•Collaborate with cross-functional teams to integrate emergency preparedness into site operations.
•Support community engagement initiatives related to emergency response and safety education.
•Development of mine rescue training schedules in consultation with Ontario Mine Rescue.
•Maintain a professional relationship with Ontario Mine Rescue through coordination and collaboration.
•Effectively working within all the site’s areas (underground, surface, mill, tailings, etc.)
•Perform other duties and special assignments as required to support departmental goals.
Qualifications
•2+ years’ experience in Emergency Response or mine rescue roles. (preferred).
•Certificate or diploma in Occupational Health and Safety, Emergency Management, or related field (preferred)
•Emergency Response and Incident Command System (ICS) training or certification.
•Mine Rescue certification or equivalent (required).
•Structural or industrial Firefighting experience (preferred).
•Current First Aid, CPR, and surface and underground common core certification.
•Valid driver’s license and the ability to work in remote locations as needed.
•Demonstrated proficiency in reporting systems and strong administrative skills to support accurate documentation, data management, and compliance tracking.
•In-depth knowledge of emergency management principles, particularly within mining or high-risk industrial environments.
•Strong understanding of relevant legislation and standards, including the Occupational Health and Safety Act, Mine Safety and Inspection Regulations, and environmental compliance requirements.
•Familiarity with incident command systems and emergency response protocols in remote or underground operations.
•Excellent leadership and coordination skills, with the ability to manage emergency teams under pressure.
•Strong analytical and problem-solving abilities for hazard identification, risk assessment, and incident investigation.
•Effective communication and interpersonal skills for liaising with internal teams, regulators, and emergency services.
•Proficient in developing and delivering emergency training, drills, and safety presentations.
•Experienced in delivering training sessions to large groups and conducting safety presentations, ensuring clear communication, engagement, and effective knowledge transfer.
•High attention to detail in maintaining records, reports, and procedural documentation.
•Proven track record in developing and implementing emergency preparedness programs and managing response teams.
•Experience conducting safety audits, inspections, and post-incident reviews.
•Background in managing PPE, emergency equipment, and ensuring operational readiness.
