What you’ll do

Manages a team of safety professionals within the Field Safety Assurance (FSA) department; sets and manages performance expectations and supports ongoing development of staff to maintain appropriate levels of expertise. In addition, directly supports capital project delivery groups such as CIPD, PCM and Procurement, to plan capital projects/programs, procure contractors and implement the BC Hydro Contractor Safety Program.

* Works with key client groups to ensure occupational safety and health risks associated to capital projects/programs are identified, communicated and effectively managed.

* Acts as a Safety mentor/advisor to BCH project/program stakeholders.

* Responsible for planning and management of Safety & Health of capital projects to ensure alignment with the Contractor Safety Program (CSP).

* Develops staffing strategies to support capital projects/programs based on project requirements; allocates staff and acquires external resources if/as required.

* Provides subject matter expertise to the Project Manager (PM) and construction management teams regarding Safety and Health aspects of projects/programs requiring in-depth understanding of applicable regulations and standards (e.g., WSBC, SPR, etc.) to ensure projects meet regulatory compliance.

* Works directly with Procurement and BC Hydro Representatives to help qualify contractors and prime contractors by including project-specific safety requirements and questions in RFX’s, and by evaluating contractor bid submissions to determine the Contractor’s safety performance and competency.

* Reviews Compliance Checks and Safe Work Observations as well as supports incident management process and corrective actions to mitigate risks and to ensure that safe work continues.

* Regularly communicates with clients with respect to safety requirements and updates.

* Keeps current on developments in the safety and regulatory field; may attend seminars and conferences in field of expertise.

* Works within the safety group to establish safety standards, at times with no precedents and existing procedures to resolve the problem.

* Gives input to policies and systems to maximize efficiency and effectiveness in delivering safety support.

* Leads and directs OSH Specialists with ongoing capital work and other safety initiatives.

* Assists with managing the financial viability of the department, gives input and influences the overall business plan.

* Resolves moderately complex problems related to safety, manages budget and coordinates and manages staffing resources.

* Manages and assigns tasks to OSH Specialists, including supporting training and development initiatives.

* Develops and recommends FSA objectives within own span of control consistent with FSA and Operational mandates, customer needs and internal requirements and manages the staffing and operational performance in meeting these objectives.

* Conducts field visits and performs safe work observations.


What you bring

* A Bachelor’s degree in a related field or an equivalent combination of education and experience, preferably in trades and safety.

* Occupational Safety and Health Certificate or diploma is an asset.

* 7 years of related safety experience, preferably in Heavy Construction and or Electrical Utility environments.

* Experience in management roles and/or leading individuals, crews, and initiatives.

* Strong planning, analytical, organizational and team leadership skills.

* In-depth knowledge of safety regulations, policies and practices with sound technical knowledge and understanding of safety and occupational health.

* Work experience in a large electrical utility or comparable industrial setting is preferred.

* Experience in conducting safety assessments and coordinating multi-disciplinary audit teams is an asset.


* Strong leadership and project management skills.

* Strong understanding of procurement systems and processes.

* Strong interpersonal and facilitation skills with proven ability to influence others.

* Well-developed oral and written communication, presentation, relationship building skills.


* Advanced MS Office knowledge and experience.

* Ability to liaise and collaborate effectively with appropriate levels of management, field personnel, the broader safety community and regulatory agencies such as WorkSafeBC.

* Please note this is for 1 full-time temporary (FTT) M1 opportunity for approximately 18 months.

* While our preferred headquartered location is Burnaby, we would also consider Vernon or Nanaimo depending on operational needs and subject to space availability which can be discussed further in the process.

* Please be advised that this role has been assessed as safety sensitive and pre-qualification alcohol and drug testing will be required as a pre-condition to employment.

* Please note a condition of employment for this role is to maintain your Class 5 Driver's License in good standing.

* Some over night travel may be required.
