Role
The Mine Manager is a key member of the Thacker Pass Project (TPP) Operations and Project groups. The primary responsibility is to oversee the third-party mining contractor(s) through the construction and operations readiness periods and the production period to ensure the Thacker Pass Project's operations and business objectives are met. The ideal candidate will have proven management experience with new mine development, project planning, and execution of large capital projects, as well as development of greenfield or brownfield start-ups utilizing open pit mining methods and mine planning.
The position will report to the Site Operations Director and will be based out of the Winnemucca, NV, business office during construction and transition to the Thacker Pass Project during commissioning and throughout production. This position will have a dotted-line reporting relationship to the Project Director during the construction period, providing additional oversight. Travel to Lithium Americas (LAC) offices, business units, various engineering groups, and vendor offices will be required.
Responsibilities – During Construction
•Provide leadership and guidance to mine contractor(s) in development of select scopes to be completed during the construction phase including development of haul roads, waste rock areas, clay tailings & filter stack, coarse gangue, ROM stockpile, pit development, limestone, quarry and other mine area scopes of work to be completed
•Ensure that the mining contractor(s) scopes are scheduled, budgeted, staffed and executed as per Lithium Americas policy and procedure
•Uphold and support LAC’s Health, Safety, and Environmental standards. Act as a role model in complying with and supporting these standards and practices and ensure compliance by the mining contractor
•Foster a culture built on trust and acceptance of LAC’s core values, which enables best practices to emerge throughout the project. Also, influence contractors to value the same culture.
•Support the selected EPCM and/or contractor to ensure their success
•Participate in control and risk management systems that anticipate problems and provide early warning to management so major issues are avoided
•Coordinate with the Plant Manager, Process Manager, and Chief Geologist on functional capacity, resources expertise, and systems necessary to operate the completed scopes during commissioning and start-up
•Ensure compliance with all applicable policies, rules, laws, and government regulations within the Project and Operations scope
•Ensure quality assurance and safety programs are established by all parties and maintained
•Ensure accurate and timely reporting standards are maintained throughout the
•Facilitate handover facilities, support services, and staff as appropriate, and complete the site closeout report
•Ensure scope milestones, targets, and goals are aligned with priorities such as Safety and health, cost control, schedule, environmental protection, and leadership development.
•Based on the approved budget for the project, authorize commitments and expenditures within authority levels, and control costs within budget limits.
•Perform other duties as assigned
Responsibilities – During Operation
In addition to those roles summarized during the Construction activities, the Mine Manager will be responsible for:
•Act as the owner’s representative to ensure mining contractor(s) meet cost, schedule, production, and safety commitments.
•Manage the mining operations and production planning to ensure they align with the company’s short and long-range goals, commitments, and strategic objectives
•Ensure weekly and monthly short-range mine plans are developed
•Monitor and track mining key performance metrics, including cost and production
•Ensure mining reporting commitments, forecasts, and reconciliations are met on a monthly, quarterly, and annual basis
•Ensure capital expansions for mining meet permitted designs and align with budgets
•Support the development, updates, and reporting of the regulatory Technical Reports
•Support commissioning and training procedure development for the operations groups
•Manage the Operations and Business Readiness schedule
•Manage sustaining capital planning and execution for the operations groups
•Coordinate and align efforts between mining, process, laboratory, geology, and other support teams to achieve common goals efficiently and effectively
•Ensure mining contractor(s) adhere to Lithium Americas' safety and environmental regulatory requirements
•Perform other duties as assigned
Requirements
•Minimum 8 years of progressive management experience in operations
•BS in Mining, Metallurgical, Civil Engineering, or similar discipline preferred
•Strong technical expertise in open pit mining, ore control, and reserve management
•Strong background in project management; formal Project Management training or certification preferred
•Proven experience developing new and successful systems, procedures, and programs
•Experience with dry stack tailings and/or heap leach pad management
•Strong leadership skills with the ability to foster a collaborative, safety-first culture
•Effective verbal, written, and negotiation skills with the ability to motivate teams
•Ability to multitask and coordinate several projects in parallel while prioritizing and pursuing critical-path tasks on an accelerated schedule
•Ability to critically challenge assumptions, “think outside the box”, and deliver solutions
•Be a self-starter: highly motivated, able to work independently, with high energy
