In Canada, CNOOC International has oil sands assets in Long Lake, located in northern Alberta just south of Fort McMurray, which is a SAGD and partial Upgrader operation with production capacity of 85,000 barrels of bitumen a day. We also have interest in several other oil sands projects, including Hangingstone, operated by Greenfire Resources Operating Corporation and Syncrude’s oil sands mining upgrading facility. Therefore, we are seeking a Marketing and Regulatory Administrator to join our growing team in Calgary, Alberta. This dynamic and blended role offers a unique opportunity for a versatile and detail-oriented professional to gain exposure to both the operational and regulatory sides of energy marketing. Key duties include managing marketing data subscriptions, coordinating vendor and system processes, preparing regulatory submissions, and providing ongoing administrative and reporting support.
- Bachelor’s Degree in Business or related field would be an asset. - 3+ years of experience in an administrative, coordination, or support role within energy, commodities, logistics, or a regulatory environment is preferred.
- Familiarity with regulatory reporting processes would be a benefit.
- Demonstrated ability to identify issues, analyze information, and solve problems effectively.
- Proficient in Microsoft Excel, Microsoft PowerPoint, and general business systems (SAP experience is an asset).
- Experience working with cross-functional team and external service providers.
- Ability to influence others via strong interpersonal and communication skills.
- Ability to convey and present recommendations clearly and concisely to management / leadership.

- Provide administrative and operational support to the Marketing leadership team, including coordination of approvals, documentation, and tracking of key activities.
- Manage marketing data, pricing, and analytics subscriptions, including renewals, vendor coordination, and contract tracking.
- Coordinate with vendors and internal stakeholders to ensure that pricing feeds and data are being properly entered into our system of record.
- Coordinate system upgrades with Marketing team, IT team and third-party vendors.
- Set up purchase requisitions (including Plant Codes, Cost Centers) for pricing/data feeds and analytics services.
- Support invoice verification and approval processes in SAP in accordance with contract terms.
- Review expense report submissions for policy compliance prior to leadership approval.
- Coordinate meetings, maintain task trackers, and support the tracking of marketing milestones, deadlines and deliverables.
- Verify invoices for approval from the GM of Marketing.
- Coordinate Annual Marketing Budget.
- Prepare and submit regular and ad hoc reports to Canadian and U.S. regulatory bodies such as:
- US Department of Energy (EIA) weekly imports submission
- US Department of Energy (EIA) monthly import report
- Canadian Energy Regulator (CER) – Monthly Export Report
- US Federal Energy Regulatory Commission (FERC) – Annual Pricing Data
- Statistics Canada - Monthly Electrical Supply& Disposition Survey
- Statistics Canada – Annual Electric Power Thermal Generating Station Fuel Consumption Survey
- Alberta Utilities Commission (AUC) – Annual Electricity Statistics
- Alberta Energy Regulator (AER) - Gas Removal Permit
- Liaise with regulatory agencies and attend regulatory industry committees
- Monitor regulatory changes and, under the guidance of Legal, communicate relevant impacts to internal stakeholders to support ongoing CNOOC compliance.
- Coordinate customs and export documentation for cross-border movements and marine exports, working with schedulers, supply chain, customs brokers, and external agents.
- Responsible for price submissions and volume verification of Customs filings with Customs Broker
- Compiling and submitting certificates of origin to comply with CUSMA or other International Free Trade Agreements
- Coordinating with customers to provide them with Certificates of Origin
- Collaborating with Shipping agents to ensure water borne vessel documentation is accurate on Bills of Lading.
- Managing import and export licenses for both our Canadian and US marketing entities.
