Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

As the Manager, Contracts & Procurement with Trans Mountain, you will have the opportunity to work with an innovative and creative group of industry experts supporting the operation of the Trans Mountain Pipeline System.

Reporting to the Director – Supply Chain Management (Operations), the Manager, Contracts & Procurement is required to manage the acquisition of materials and services. Working cross-functionally this role is accountable for developing market intelligence and strategies, and the implementation of continuous improvement initiatives while building internal relationships with business clients. This will be done by supporting Operation's goals and objectives and managing spend for materials and services across Trans Mountain's operational and capital projects by company policies, procedures, and code of business conduct. The Manager, Contracts & Procurement will also lead, engage, and mentor a team to provide excellent customer service, mitigate company risk, develop and analyze bid packages, negotiate with vendors and contractors on areas such as terms and conditions, pricing, warranty, etc., and provide recommendations on sourcing, T&C's, process efficiency, strategic sourcing, and research the measurement of results as related to best in class sourcing applications.

This role will be located at our Calgary Head office and an office-based position.

Key Responsibilities

- Liaise with SCM leadership colleagues to develop, enhance, and maintain supply chain policies and procedures. Ensure department complies with all regulatory requirements in Canada.

- Provide the vision and leadership to oversee the contracting & procurement activities within operations and maintenance, capital materials, and services for TMC and all special projects.

- Manage a talented team of supply chain professionals and mentor/develop staff through the setting of goals and responsibilities and the monitoring of performance and shifting priorities to keep assets running and projects completed on time and on budget.

- Collaborate with management to develop the supply chain strategies, principles, structure and implement supply chain processes to provide the right materials and services in a cost effective and timely manner to both major projects and sustaining capital.

- Oversee vendor/contractor pre-bid meetings, bid clarification meetings, and negotiation meetings to ensure the proper formation of all contracts, material, and equipment purchase orders. Work with Risk and Legal to define standards that properly manage and minimizes contractor risk and liability.

- Develop and administer, with management, contracting and procurement strategies for sourcing and mitigation of risks for materials and services. Ensure that all costs (committed and actual) are accurately captured and reported in the supply chain process.

- Develop and implement appropriate strategies for the acquisition of goods and services at the lowest total cost of ownership, best delivery, and quality product or services while minimizing company risks.


Qualifications And Professional Experience

- Bachelor's degree in Supply Chain Management, Commerce, Business Administration, Economics or Engineering, or a related field.

- Minimum 10+ years in the Oil & Gas or Pipeline industry, specializing in supply chain management, contracting, and procurement.

- Completion or enrollment in courses toward the Supply Chain Management Professional (SCMP) Designation preferred.

- Strong leadership and people management skills, with a strong ability to mentor, guide, and collaborate within multi-disciplinary teams.

- Proficiency in Microsoft Office applications, with advanced skills in Excel and PowerPoint.

- Strong verbal and written communication skills. Skilled in navigating and facilitating difficult conversations with professionalism and empathy.

- Ability to prioritize and manage workload independently, meet deadlines, and adapt to changing priorities.

- Strong attention to detail and exceptional organizational skills with the ability to coordinate and progress a high volume of tasks.

- Experience working with multi-disciplinary project teams while maintaining a strong commitment to safety for people, assets, and the public.

- Comprehensive experience across the full supply chain, including procurement of materials and supplies for an operating company, preferably in the energy sector.

- Background in contract law, contract management strategies, and business operations.

- Basic knowledge of engineering data and drawings, with exposure to mechanical, electrical, and instrumentation equipment, inventory management, customs, and excise processes.

- Product knowledge and familiarity with marketplace dynamics, as well as experience implementing new financial business systems.

- Adaptable and responsive in fast-paced, changing environments.
