Represent the Cooperative with all joint use cable TV, telephone, fiber, wireless internet, and power utilities. Determine joint use attachment Make Ready necessary, in accordance with Rural Utilities Service or other applicable construction specifications, National Electric Safety Code (NESC), Cooperative policies, and other applicable standards, while achieving Cooperative goals and objectives. Complete staking sheets for identified Make Ready Work. Ensure that the Cooperative and all attaching utilities comply with the joint use agreements.
Represent the Cooperative with all joint use attachers; including, but not limited to cable TV, telephone, fiber, wireless internet, and power utility companies.
- Stay current on NESC requirements for ground clearance and utility spacing and monitor compliance of joint use companies. Follow up on identified discrepancies to ensure correction.
- Complete field survey and determine the necessary Make Ready Work for NESC compliance.
- Collect and verify accurate pole data and GIS location information to support precise Pole Loading Analysis.
- Stake the Make Ready of poles for joint use attachments, in accordance with Rural Utilities Service or other applicable construction specifications, NESC, Cooperative policies, and all applicable standards.
- Acquisition of, at no cost to the Cooperative, rights-of-way from property owners, as needed.
- Accurate completion of staking, summary/material, transformer sheets, Joint Use Permits, and other documentation, to maintain permanent property records.
- Assist with the maintenance of joint use records within the GIS and mapping system ensuring accuracy.
- Assist with the maintenance of accurate joint use attachment records.
- Assist with maintenance of the attachment request permit tracking logs, ensuring the accurate and timely updating of all permit statuses throughout the review and approval process.
- Assist with the coordination of the joint use field survey process. This includes defining the process to be used for the joint use survey, achieving consensus among the attaching companies on the survey process, soliciting/awarding bids for contractors to complete the field surveys and providing quality control that results in an accurate field survey acceptable by all utilities.
- Participate in the National Joint Utility Notification System (NJUNS). Assist all Cooperative employees that are trained in the use of this system and ensure that information is accurately entered.
- Serve as a Cooperative ambassador to members, other utility companies, and the public in general, to ensure satisfactory completion of assigned projects.
- Act as a Cooperative representative at state level Joint Use meetings.
- Maintain accurate billing and contact information for all attachment owners.
- Coordinate and review the design requirements, and scheduling of assigned projects with various district personnel, governmental agencies and other utilities,
- Acquire necessary permitting from applicable agencies, such as VDOT, VMRC, Railroads.
- Design both underground and overhead extensions (excluding major system improvements and 3-phase projects), revisions, upgrades and other improvements to the Cooperative’s electric distribution system in accordance with Rural Utilities Service or other applicable construction specifications, National Electric Safety Code, National Electric Code and Cooperative policies, other applicable standards, and sound engineering practices. For the purposes of development and progression to a JUFER I position, multiphase line designs and system improvement projects may be performed by a JUFER II under the observation, guidance, and approval of an FER I or JUFER1, Senior FER or Senior JUFER, or Field Engineering Supervisor or Joint Use Supervisor. This developmental activity is directed by the Joint Use Supervisor.
- Responsible for all assigned vehicles and equipment.
- Associate degree in a related field of study.
- Two years’ experience in electric distribution system preferred.
- Maintain knowledge of current and previous versions of the NESC.
- Commercial drone certification required or ability to obtain within 1 year.
- Notary Certification or ability to obtain in 6 months.
- Experience in PC applications for GIS, Automated Staking software, and other engineering software packages or the ability to successfully complete SVEC training.
- Certified as person available to enter (or gain entry) the state of Virginia to rail and quarry facilities.
Must be able to maintain professionalism and control under all circumstances.
- Maintain a valid driver’s license and acceptable driving record and is able to operate SVEC vehicles.
- Become and remain certified in CPR and first aid; be skilled in the use of safety equipment.
- Ability to handle the challenge of operating efficiently under a very flexible schedule due to the number of unanticipated and unplanned requests for services from the various individuals, departments, and outside contacts with whom this position is involved.

- Should possess a strong aptitude and demonstrated abilities in math disciplines.
- Proficient in Microsoft Office products including Excel, Word, and Outlook.
- Must possess effective techniques to research and access all sources necessary to fulfill position responsibilities.
- Must have access to reliable transportation to and from work.
- Participation in SVEC job safety and training programs, relevant workshops, seminars and other SVEC sponsored courses and events.
- Must be able to use office equipment including telephone, computer, and other systems and related software in the performance of position responsibilities.
- Must be able and available, during any and all types of weather conditions, to work weekends, holidays, evenings and other times outside normal duty hours to assist in service restoration and other emergencies that may arise or when the workload demands.
- Must always maintain an operating telephone or personal communication device at his/her place of residence. Ability to contact the telephone or personal communication device must be made available to SVEC for the purpose of contacting the manager to conduct legitimate routine and/or emergency business.
- This position requires primarily outside work. Must be able to lift objects unassisted (up to 50 pounds). Some standing, walking, climbing, balancing, stooping, kneeling, crouching, or crawling to a minimal degree.
