Job Summary:

This position acts as a critical link between the business unit (HET Levelland) and Hartree HSE. As the onsite HSE Business Unit Manager at Levelland, Texas, you will have responsibility for the overall HSE compliance of HET Levelland, which includes ethanol manufacturing, solar farm, natural gas pipeline, and CO2 capture/sequestration operations. In this position, you will report to the Head of BU HSE, and work closely with the corporate environment, safety, and sustainability teams to achieve HSE related goals, objectives, performance standards, and to ensure regulatory compliance.

Job Responsibilities:

•

Liaison between the business unit and Hartree HSE to drive overall performance on HSE related goals and objectives, standardization, regulatory compliance, permitting requirements, HSE initiatives, and the development of the business unit HSE budget

•

Work closely with the corporate HSE teams on any major emergency responses, media issues, agency inspections, regulatory violations, internal audits, customer audits, and high HSE risk related issues

•

Manage day-to-day HSE field compliance matters within the business unit

•

Implement and update HSE policies and procedures, regulatory compliance plans, permitting requirements, HSE training, and emergency preparedness

•

Manage HSE and security incident investigations, reporting, and lessons learned

•

Work with corporate HSE to track and report business unit specific HSE key performance indicators

•

Maintain the business unit HSE Management System to ensure proper recordkeeping of all HSE related data

•

Maintain good working relationships with local, state, provincial, and federal regulators.

•

Be the primary business unit contact and lead for all government HSE inspections and/or audits

Job Requirements:

•

Bachelor’s degree required, preferably in Engineering, Environmental Science, or HSE related field

•

Minimum 10 years of directly related professional experience in HSE and Security; however, the position level may be adjusted based on experience

•

Demonstrate knowledge of, field compliance experience, and interaction with regulators from EPA, USCG, OSHA, PHMSA/DOT, and Local/State environmental agencies

•

Proven experience in implementing various HSE and security compliance programs, emergency responses, incident investigations, and various agency reports

•

Familiar with various compliance plans such as SWPPP, SPCC, FRP, ERAP, FPP, EAP, P2/WMP, GHG, PSM/RMP, and pipeline safety plans

•

Must have completed training in OSHA general H&S industry, HAZWOPER, and RCRA; PHMSA/DOT compliance; including annual refreshers, as necessary

•

Proven negotiation and problem-solving skills leading to decision making required

•

Experience in petroleum processing facilities, pipelines and terminals, and transportation are highly desired, particularly in renewable facilities, solar farms, natural gas pipelines, and CO2 capture/sequestration operations

•

Ability to develop excellent working relationships with people of varied backgrounds, and levels of responsibilities

•

Excellent communication and interpersonal skills for interactions both internal and external are required.
