Title: HSE Manager
Job Location: Midland, Texas
Job Summary:
The HSE Manager will be responsible for the management of Texas Pacific Land Corporation’ and all of its subsidiaries’ (the “company” or “TPL) health, safety, and environmental programs, supporting the water infrastructure and services field operations, land owned by TPL and R&D projects.
This position will be based at TPL’s Midland, Texas office, allowing access to our West Texas based Water Operations. Travel to field locations throughout the Permian Basin as well as visiting the TPL office in Dallas, TX will be required. The successful candidate will work with all departments and teams within the company. Interfacing with external customers, contractors and other field-based consultants and subcontractors will be required.
Job Responsibilities:
•In cooperation with operational management and leadership, develop HSE strategy in support of corporate HSE and security strategic goals.
•Support creation of HSE goals for the site management and appropriate activity-based goals for the leadership team, functional managers, and front-line supervisors to drive HSE culture, compliance, and results.
•Monitor and ensure employees, vendors, and contractors are compliant with company and client safety standards, SOPS, policies and procedures, ESG metrics, and applicable regulatory requirements (for example, OSHA, EPA, DOT, State and Local Regulators).
•Liaison between O&G Operators
•Manage TPL’s Environmental Program for lessees operating on TPL surface acreage.
•Report all necessary data to compliance organizations (for example: ISNetworld, PEC/Veriforce) OSHA and EPA at a prescribed frequency.
•Ensure TPL has systems in place to minimize overall exposure to risk by developing and managing effective HSE plans designed to meet operational goals to reduce injuries, accidents, and incidents.
•Support site management in the implementation of HSE plans.
•Process safety management and engineering controls for new projects and R&D
•Manage effective metrics to track progress, proactively identify areas of concern and drive accountability (for example: near misses, events, releases).
•Manage audits to track and identify gaps in local compliance with TPL’s policies and procedures.
•Lead a company-wide system to identify and evaluate hazards (risks) and implement effective controls (corrective solutions).
•Lead incident investigation process, including cause analysis and identification of corrective action plans.
•Facilitate the completion of a companywide annual HSE training plan.
•Assist the management team in ensuring required regulatory permits are acquired, required reports are submitted to regulatory agencies and any site permit conditions (e.g. recordkeeping, SPCC, PSM, storm water, special waste, etc.) are met.
•Achieve annual targets for incident frequency, severity and cost reductions.
•Display strong problem solving, organizational and analytical skills.
•Demonstrate professional maturity and ability to act as a change leader.
•Create and facilitate HSE engagement through HSE teams and committees needed to accomplish the established targets and annual objectives.
•Drive and promote zero incident HSE culture throughout the company.
•Support execution of Emergency Preparedness Plan procedures, policies, and Business Continuity Plan.
•Monitor, interpret and communicate regulatory changes to management.
Required Job Skills & Qualifications:
•Applicable degree in Environmental, Health, and Safety preferred but not required.
•Minimum of 5-years field safety experience
•Experience in administering ISO Management Systems required; experience in ISO 14001 and 18001 preferred.
•Excellent knowledge and use of Microsoft Office products is required.
•Ability to respond during crisis and high-pressure situations and rapidly adjust to changing priorities as needed.
•Basic knowledge of US Safety and Environmental regulatory/compliance
•Ability to work independently and as a member of a team.
•Demonstrated ability to communicate effectively at all levels of the organization, verbally and in writing.
•Flexible, confident, and self-motivated
•Must be able to maintain a high level of confidentiality.
•Ability to gain trust and buy-in; ability to influence.
Additional Requirements:
This position requires work both indoors and outdoors in all kinds of weather conditions. Ability to safely navigate work sties with occasional walking, climbing, standing, stepping, etc. during normal operating conditions and while utilizing designated personal protective equipment. The candidate must work with an emphasis on safety. They must be on-call for safety sensitive situations or emergencies that arise and be able to work under time-sensitive deadlines.
