Role Overview
We are seeking an experienced
Cluster Program Manager Officer (CPMO)
to support multiple construction projects in Eastern Canada. The role focuses on front-end safety planning, SOP rollout, contractor assessment, and ongoing assurance of site safety compliance. This is a hands-on consultancy position requiring frequent site visits and close coordination with field teams and regional leadership.
Key Responsibilities
1. Construction Safety Program Management
•Support front-end planning of construction projects, including:
•HAZID, constructability reviews, HSSE plans, training schedules, KPIs, emergency response, and inspection planning.
•Deploy and standardise Construction Safety SOPs across projects, covering:
•Organisational charts, resource planning, competence assurance, project deliverables (IOGP/CSSS), high-risk activity controls, and leadership team setup.
•Lead safety kick-off meetings and deliver training sessions.
•Collect, analyse, and report HSSE data (UA/UC, Near Misses, Incident Potential, etc).
•Establish processes for qualifying HSSE service providers and contractors.
•Assess and monitor the performance of regional site safety advisors.
•Support onboarding and mentoring of new safety leads.
•Consolidate safety data from sites and facilitate regional reporting.
2. Construction Safety Compliance & Assurance
•Conduct on-site safety reviews and develop improvement plans aligned with SOPs.
•Train company and contractor personnel to independently conduct site safety reviews.
•Provide ongoing support to sites in implementing and maintaining corrective actions.
3. Site-Based Support Services
•Oversee high-risk activities such as:
•Working at height, confined space entry, lifting and hoisting, hot works, LOTO, excavation, and scaffolding.
•Deliver on-site HSSE coaching and tutoring based on client procedures and best practices.
•Review emergency plans, risk assessments, method statements, and permits.
•Support toolbox talks, FLRAs, and daily safety briefings.
•Conduct field inspections, PTW checks, PA1 reviews, and leadership walks.
•Spend up to 50 percent of time in the field, with regional travel as required.
Minimum Requirements
•Bilingual: French and English (Full Professional Proficiency)
•5+ years’ HSSE operational experience (minimum 900 hours/year in OHS), ideally in oil and gas construction or maintenance
•Strong interpersonal skills with the ability to influence at all levels, from management to site workers
•Able to manage multiple tasks under pressure and meet deadlines
•Excellent communication, analytical, and project coordination skills
•Safe construction practices (civil, structural, mechanical, and commissioning activities)
•IOGP safety practices and international standards
•Hazard identification, risk assessment, JSA, and PTW systems
•Proficient in Microsoft Office
•Current National Construction Safety Officer designation
•1-year OHS certificate from a recognised institution
•Certifications in H2S Alive, WHMIS, First Aid, etc.
Preferred Qualifications
•10+ years’ HSSE experience in oil and gas construction/maintenance
•CRST, CRSP, CHSC, or NEBOSH certification
•CoR Internal/External Auditor or Lead Auditor OHSAS 18001 / ISO 45001
•Certified Incident Investigator
•Degree or diploma in Occupational Health and Safety or a technical/engineering discipline
•Technical understanding of distribution and pipeline assets, particularly brownfield environments
