We are working with Central Dauphin School District to find a ROCKSTAR Director of Human Resources to work join their administrative team.

The Director of Human Resources oversees and guides a dedicated HR team, ensuring the delivery of exceptional customer service to both internal and external stakeholders. The Director of Human Resources will also support the District’s educational excellence and financial sustainability by providing leadership, vision, and strategic direction for all human resources functions.
Responsibilities
•Responsible for the overall administration of all functions within the Human Resources department, including all aspects of recruiting, selection, placement, on-boarding, transfers and promotions.
•Make recommendations on staff assignments, transfers, dismissals, and promotions to the Superintendent.
•Maintains the District applicant database, attendance database and the Teacher Information System (TIMS).
•Overseeing the implementation and enforcement of all collective bargaining agreements.
•Oversee the implementation of employee benefit programs.
•Implements and supports policies, regulations and CSPG’s.
•Ensure all staff are properly certified.
•Prepares and promptly submits all requested local, state and federal reports.
•Establishes clear and routine processes for staff submission of personnel materials, credit reimbursements, and other documentation.
•Provide support for all employee relation issues and lead investigations as needed.
•Work with legal counsel to resolve high-level employee relations situations and act as district liaison with outside agencies such as law enforcement, Department of Children and Youth, etc. for situations regarding district staff.
•Administer all aspects of compensation within the district.
•Develop and maintain annual operating budget for the HR Department.
•Supervise, train and evaluate human resource office administrative staff.
•Responsible for the development and maintenance of employee handbooks, as well as the ongoing and timely communication of personnel-related information to staff.
•Develop, write and work toward the achievement of district and departmental goals.
•Keep abreast of all local, state and federal laws in relation to human resource functions to ensure compliance.
•Join and participate in local, state, and national professional organizations.
Qualifications
Knowledge and Skills:
•Communicate effectively with staff and the public and can effectively present oral and written reports.
•Knowledgeable of human resources laws and regulations.
•Work effectively with other administrators and governmental agencies, private associations, and citizen groups.
•Effectively develop and manage budgets.
Abilities:
•Manage the Human Resources department with varied changing demands.
•Exercise good judgment in prioritizing tasks and directing staff.
•Planning, organizing and directing others.
•Utilize computer software programs and hardware pertinent to area.
•Work independently with little direction and as a team.
•Communicate effectively, both orally and in writing.
Education and Experience:
•Degree from an accredited college or university in Human Resources or related field.
•Minimum of 8 years’ experience in administration and supervision with progressively increasing responsibility levels.
•Minimum of 3 years' experience in public education setting is highly preferred
•Experience in union environment
•Experience with Power School application, a plus
