Golden Pass LNG, a joint venture of Qatar Energy & ExxonMobil, has an exciting opportunity in Engineering at our Sabine Pass, TX location (approximately 10 minutes from Port Arthur, TX). We are looking for team members that have a proven track record of providing support, have strong intrapersonal and communication skills, and are self-motivated and self-directed to be a part of our transformation from an import facility to the premier LNG exporter in North America.
With a vision to be the premier LNG exporter in North America, Golden Pass LNG is adding natural gas liquefaction and export capabilities to the existing LNG terminal. Golden Pass LNG’s mission is to bring clean energy from Texas to power the world. To help enable this vision and mission, Golden Pass is seeking the expertise of an experienced Environmental Professional with an expertise in Air to work within the Environmental Department, SSH&E division in Beaumont, Texas. The Environmental Air Advisor will be responsible for supporting the Golden Pass Export / Import Terminal Facilities, Liquid Natural Gas (LNG) Stabilization & Liquefaction Trains, and Pipeline Facilities. This person will be responsible for reducing and controlling Terminal & PL environmental air impacts. This is a highly technical role that requires someone with substantial regulatory reporting experience.
Essential Duties / Functions to include, but not limited to:
•Responsible for daily compliance assurance with multiple conditions of TCEQ PSD NSR and PSD GHG Air Permits, and Federal Title V Operating Permits
•Responsible compliance testing of all equipment required by facility air permits to include coordination with testing contractor(s), regulating agency(ies) and the submission of pre and post test agency submissions
•Monitoring of Data Acquisition System (DAS) from various process equipment linked to Continuous Emissions Monitoring Systems (CEMS) necessary for compliance reporting
•Document reasoning for any permit level emission exceedance
•Title V daily checks of process, pollutant emitting equipment and controls for permit compliance
•Development of Title V deviation reports as required by permits/regulations
•Immediate reporting to Environmental Supervisor of any air permit exceedance, need for deviation report or violation and review of all environmental events logged into the Golden Pass event tracking system
•Daily review of data historian (PI) with reports capturing process equipment operating status specifically required by air permits
•Assist with oversight of LDAR program responsible for monitoring 180K + components
•Responsible for documenting Maintenance, Start-up, and Shutdown (MSS) activities in accordance with permit and regulatory requirements
•Development and submission of monthly metrics to Environmental Supervisor
•Development and submission of all routine air compliance reporting (i.e., deviation reports, emission inventory, etc.)
•Coordination of Cylinder Gas Audits and Relative Accuracy Test Audits (RATA) on all CEMS, including agency pre-test notifications and final test reports.
•Monitoring and reporting in accordance with facility Greenhouse Gas (GHG) permit and associated federal regulations (40 CFR Parts 98 and 99)
•Identified of TCEQ Permit By Rule (PBR) and/or LDEQ equivalent regulations permit
•Environmental reviews of Management of Change (MOC)
•All other air compliance tasks required by facility permits or applicable regulations (via Golden Pass electronic tracking system)
Minimum education required of the position.
•Bachelor’s degree in related field (Environmental Science or Engineering)
Minimum experience required of the position.
•5+ years of experience in an environmental role of similar responsibility with chemical, or oil and gas industry preferred.
•New operations design, start-up, and / or turnaround experience is a plus.
Minimum knowledge, skills and abilities required of the position.
