Job Summary:
The Environmental Specialist / Environmental Lead is responsible for integrating environmental requirements into proposals, planning documents, permit applications, design specifications and criteria, construction plans and schedules, bid specifications, and subcontract packages for major industrial projects. This role carries technical responsibility for interpreting complex requirements, evaluating and applying appropriate scientific and environmental engineering principles, and developing scopes of work, plans, and methodologies to ensure compliance with all applicable environmental obligations. The position also provides technical assistance to other environmental personnel assigned to the project and may serve as the technical lead for specific tasks.
Major Responsibilities:
•Conduct environmental compliance inspections of construction activities to ensure adherence to all applicable environmental requirements, including permits, contractual commitments, and the Construction Environmental Control Plan (CECP).
•Maintain and review project permitting requirements and ensure alignment with owner (NextDecade) environmental obligations.
•Manage the project’s Environmental Management System (EMS), including incident investigations, risk/aspect/compliance registers, annual reviews, and monitoring/reporting requirements.
•Support feasibility studies, site assessments, and project risk analyses with environmental expertise.
•When assigned as Project Environmental Lead (PEL), coordinate environmental requirements across Contracts, Engineering, Procurement, and Construction teams.
•Provide technical support and coordination of mitigation measures with on-site environmental, engineering, and construction personnel.
•Attend project meetings with stakeholders, team members, contractors, and subcontractors to communicate environmental requirements that may impact design, schedule, or cost.
•Draft, revise, and maintain key environmental documentation such as Environmental Compliance Plans, CECPs, mitigation plans, training programs, and reporting dashboards.
•Contribute to the continuous improvement of environmental procedures, work processes, and quality standards.
Education & Experience Requirements:
•Bachelor’s degree in Environmental Science, Environmental Engineering, or a related field from an accredited institution.
•Minimum of 5 years of relevant experience in construction-related environmental management.
Required Knowledge & Skills:
•Advanced understanding of environmental science or engineering disciplines.
•Strong knowledge of U.S. Federal and Texas state environmental laws, regulations, permitting processes, and relevant agencies.
•Familiarity with international environmental standards and practices is a plus.
•In-depth knowledge of environmental compliance standards and construction best management practices (BMPs).
•Experience with engineering and construction systems, execution methods, and scheduling processes.
•Competency in managing environmental subcontractors or consultants.
•Practical experience with environmental monitoring, compliance inspections, and environmental mitigation during construction.
•Understanding of hazardous materials management, erosion/sediment control, and site restoration techniques.
•Skilled in preparing and delivering written and verbal reports and training.
•Strong interpersonal and teamwork skills with the ability to work collaboratively in a dynamic, multi-disciplinary environment.
•Proficiency with common environmental and project management software applications.
•Spanish/English bilingual proficiency is preferred.
