Job Summary

This position reports directly to the Sr. Manager, Emergency Preparedness, with an assigned reporting location in Hicksville, New York. Individual will be required to cover assigned storm duty locations throughout Long Island.

This position provides high level technical expertise and functional support for the Outage Management System (OMS) and core applications. Support will include working across T&D Electric Operations, including the four Distribution Operations Electric Divisions, Customer Operations and supporting business units. This role supports OMS updates, IT projects and technical enhancements to restoration plans, procedures and applications. This role also supports the development and execution of annual OMS stress tests and storm training and exercises.

This position serves as a clearinghouse for all OMS related issues and requests. The OMS Team partners with Information Technology, Customer Operations, Asset Management, and outside vendors to develop and implement new technologies, upgrades, and enhancements in accordance with Company and Utility benchmark standards. Responsible for ensuring that OMS provides accurate and timely data to support daily reports, metrics and benchmarks such as: interruption reports, outage map and callback information, storm reporting information, CAIDI, MAIFI and SAIFI.

Job Responsibilities

- Participate in annual stress tests and disaster recovery (DR) tests including associated tasks (monitoring, modeling, application/component testing, reporting, documentation, following up actions, etc.). Partner with IT on all technology issues related to OMS and core applications including: hardware/software, GIS, SAS, and interfaces to external systems i.e. SCADA, Kubra, etc. Provide support and/or responses to data requests supporting various business/equipment metrics to T&D Electric Operations and Customer Services.

- Design and implement upgrades and new technologies for storm operations with Emergency Preparedness Team and storm user groups. Create associated plans, procedures for new technologies that enhance emergency response processes. Interface with internal personnel, outside contractors, vendors and consultants on all issues related to OMS and core applications (MDT and Moblite, GIS extractor/Import application, web based map viewer, ArcGIS Online, and ESRI application).

- Provide the technical expertise and functional support of OMS related plans and procedures during storm events and/or other emergency activations. Support annual updates of Emergency Restoration Plan (ERP) and Emergency Restoration Implementation Procedures (ERIPs). Support departmental storm training and exercises goals within OMS, including modeling, scenario development, system testing, etc. Also responsible for ensuring preparation and availability of OMS Test/Training environment to support annual restoration training and exercises.

- The position includes coordination and collaboration with internal and external entities including, but not limited to: T&D Electric Operations, Customer Operations, Information Technology, storm user groups, State/City/Couty Emergency Management, as well as Long Island Power Authority (LIPA) and New York State Department of Public Service (DPS).

- On-site technical expert – OMS. Responsible for providing accurate and timely business related metrics/reports to support overall T&D Electric Operations and Customer Services business planning and implementation

Job Specific Qualifications

- Bachelor’s degree plus 7 years of relevant experience; a minimum of 10 years of Electric Utility Operation business experience will also be considered.

- Strong Outage Management Systems (OMS) technical and functional expertise.

- Knowledge of Supervisory Control and Data Acquisition (SCADA), Distribution Automation (DA), Geographic Information Systems (GIS) and mobile applications.

- Knowledge of enterprise business intelligence reporting systems such as: SAS (Base SAS programming, SAS Visual Analytics), Oracle databases and SQL Developer (or equivalent tools).

- Demonstrated ability to train OMS users which involves transferring technical knowledge to non-technical end users.

- Proven success at leading teams and effectively handling multiple projects simultaneously.

- Demonstrated knowledge of the T&D Electric Operations operational systems and processes.

- Strong written and verbal communications skills.

- Proven analytical ability and strong organizational skills.

- Good public speaking skills.

- Department of Energy's regulation 10 CFR 810 is required.
