Overview:
Cobb EMC has an exciting opportunity for a Director, Power Supply & Rates to lead the utility’s strategic initiatives in energy procurement, power supply planning, rate design, and wholesale energy market engagement. This role requires a deep understanding of energy markets, regulatory frameworks, and cost-of-service analysis to ensure reliable, affordable, and sustainable energy delivery to customers. The ideal candidate combines technical expertise with leadership ability to guide cross-functional teams and deliver data-driven decisions. The Director of Power Supply will also manage the data driven by the corporate analyst group under the direction of the Corporate Analyst Manager.
Schedule: Monday -Friday 8am- 5pm *Hybrid 3 days in the office and 2 days remote

Responsibilities:
What you will be doing:
Primary Duties
•Develop and implement power supply strategies that meet Cobb EMC’s current and future energy and capacity needs.
•Evaluate and negotiate wholesale power contracts, including capacity, energy, and fuel arrangements that align with cooperative goals.
•Design, model, and recommend electric rate structures that promote fairness, cost recovery, and long-term sustainability.
•Oversee cost-of-service studies, rate analysis, and forecasting to support financial planning and budgeting.
•Monitor energy market conditions and fuel pricing; provide hedging recommendations to the Risk Management Committee.
•Prepare and coordinate regulatory filings in compliance with applicable federal and state requirements.
•Represent Cobb EMC in joint action agencies, working groups (e.g., OPC, GTC, GSOC), and industry committees.
•Identify and mitigate wholesale market, fuel supply, and operational risks.
•Collaborate with DER Strategy and Engineering on long-range plans integrating distributed resources and grid modernization.
•Supervise and develop team members; promote a culture of accountability, innovation, and cooperative values.
•Stay abreast and make recommendations on emerging technologies.
•Present and represent division at Board and Board committee meetings, as necessary.
•Perform ad hoc data analysis to support energy commodity decisions and other projects and related duties as assigned.
•Coordinate cross divisional work including engineering and planning, legal, regulatory, marketing, and accounting.
•Ensure all actions are consistent with Cobb EMC’s vision, mission, and values.
•Create and manage demand management operations and communication.

•Manage all aspects of employment for subordinate staff, including hiring, promotion, training, and termination.
•Review and approve training and development plan for all department personnel.

Qualifications:
Minimum Requirements:
REQUIRED EDUCATION/KNOWLEDGE/EXPERIENCE:
Bachelor’s degree in Economics, Finance, Energy Management, Statistics, Business Administration or related field of study.
Minimum 10 years of progressive experience in power supply, utility operations, or energy policy, including leadership responsibilities.
Proven expertise in electric utility rate design, power procurement, and resource planning.
Strong knowledge of wholesale power markets (e.g., PJM, SERC, MISO, etc.) and federal/state regulatory environments.
Knowledge of Energy Commodities Trading.
SKILLS:
Must possess strong interpersonal communication skills.

Ability to appropriately handle confidential information.
Proficiency with personal computers including Microsoft Windows, Excel, SAS, and Access and other data analysis tools/software.
PREFERRED:
Advanced degree preferred.
Familiarity with generation dispatch modeling, demand-side programs, and DER integration.
Background in managing risk portfolios, gas hedging, and storage.
Coordination with legal teams on renewable and other power supply related contracts.
Experience in costs of service, distribution, transmission, and generation planning.
