In this key leadership role, the director will be responsible for the planning, execution, and delivery of an already funded 1.7-billion-dollar capital improvement program of critical water and wastewater infrastructure projects. We are looking for a proven leader in the construction of municipal water and/or wastewater projects looking to make an impact on the local community infrastructure for generations to come. In this role the director will be responsible for managing the entire construction portfolio and will work hand in hand with the PMO Director to deliver successful projects. The leader will provide strategic operational oversight for the entire program and will oversee consultants and contractors to ensure projects stay on-schedule, on-budget, and maintain quality and safety. Toho currently has over 350 projects planned over the next 5 years including upgrades to all wastewater and water plants in addition to a greenfield wastewater plant. About the Organization: Formed in 2003 by a special act by the Florida Legislature, Toho currently serves over 160,000 customers in St. Cloud, Kissimmee, Poinciana and unincorporated areas of Osceola Polk and Orange counties. Toho currently operates 17 water treatment facilities and 9 wastewater treatment facilities that treats and distributes approximately 51.6 million gallons of potable water and reclaims 34.3 million gallons of wastewater each day. Toho is governed by a seven-member board of supervisors responsible for approving all its operating policies and its $114 million operating budget. EXAMPLE OF DUTIES
Lead and manage the successful delivery of the utility’s capital improvement program in conjunction with the engineering department, ensuring all construction projects are executed safely, on time and within budget.Oversee the construction of critical infrastructure, including wastewater reclamation facilities, water treatment facilities, repump station, booster stations, wastewater pump station, and pipeline systems.Direct all phases of project execution from planning through completion, ensuring adherence to quality standards, budgets, schedules, and organizational objectives. Develop and implement construction standards, budgets, schedules, risk mitigation strategies, and quality control process.Coordinate cross-functional collaboration with engineering, planning, procurement, and operations teams to align project delivery with strategic goals.Manage contractor selection, procurement, bidding, negotiations, and performance oversight to ensure accountability and high-quality outcomes.Ensure compliance with all relevant regulatory requirements and maintain strong working relationships with permitting agencies and external stakeholders.Prepare and present executive-level reports on project progress, financial performance, risk and key milestones.Lead, mentor, and develop a high-performing team of construction professionals and field staff, providing training, coaching, and performance management.Promote a culture of safety, accountability, and continuous improvement across all construction activities.Oversee budgeting, forecasting, and resource allocation to optimize construction project delivery and financial performance.
