The Environmental Construction Permitting Manager is responsible for leading, coordinating, and managing all environmental permitting activities supporting oil and gas construction projects across Alaska. This role ensures that permits are obtained, maintained, and implemented in alignment with project schedules while complying with federal, state, and local regulatory requirements. The Permitting Manager serves as the primary interface between project teams, regulatory agencies, and environmental specialists to support safe, compliant, and timely construction execution.
- Liaison between Client company, FERC and other permitting agencies for permitting compliance.
- Coordinates with agency representatives to keep appropriate staff informed of construction
progress and the status of environmental compliance on the Project.
- Oversees overall project compliance and planning.
- Submits weekly reports to the FERC Commission.
- Oversees FERC variance process and is Level 3 signature.
- Empowered to order Project wide shut downs due to Serious Violations or Stop Work Orders.
- Lead the development and acquisition of environmental permits required for construction activities (e.g., pads, roads, pipelines, facilities, laydown areas, and temporary works).
- Manage permits and authorizations related to wetlands, water use, stormwater, waste management, air quality, spill prevention, wildlife, and land access.
- Develop permitting strategies aligned with construction sequencing, seasonal constraints, and project risk.
- Track permit status, conditions, and expiration dates to ensure continuous compliance.
- Translate permit requirements into clear, actionable construction controls and compliance deliverables.
- Partner with Construction, Engineering, and HSE teams to integrate permit conditions into work plans, schedules, and contracts.
- Support constructability reviews and scope development to minimize permitting risks and environmental impacts.
- Provide permitting guidance during field execution and support resolution of compliance challenges or deviations.
- Serve as the primary point of contact with regulatory agencies and land managers, as appropriate.
- Coordinate agency reviews, responses to information requests, and permit modifications.
- Support consultations related to environmental and cultural resource considerations.
- Maintain collaborative, professional relationships with internal and external stakeholders.
- Manage environmental consultants supporting permitting efforts, including scope development, schedules, and deliverables.
- Review permit applications, studies, and supporting documentation for technical accuracy and regulatory completeness.
- Ensure contractors understand and comply with permit requirements during construction.
- Maintain permit documentation, compliance matrices, and regulatory correspondence.
- Support internal reporting on permitting status, risks, and upcoming requirements.
- Assist with audits, inspections, and regulatory inquiries related to permitted construction activities.
- Support continuous improvement of permitting processes and standards for Alaska operations.
- Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources, or a related field (or equivalent experience).
- Minimum of 7 years of experience in environmental permitting, with direct support of construction projects.
- Strong working knowledge of Alaska and federal environmental permitting frameworks applicable to oil and gas development.
- Demonstrated experience coordinating permits for complex, multi‑discipline construction projects.
- Strong organizational, communication, and stakeholder management skills.
- Ability to manage multiple permits and priorities in a fast‑paced environment.
- Valid driver’s license and ability to travel to project sites as required.
- Experience supporting North Slope or remote Alaska oil and gas projects.
- Familiarity with seasonal construction constraints and Arctic permitting considerations.
- Experience managing agency consultations and permit modifications during construction.
- Professional certifications or advanced training in environmental permitting or compliance.
- Experience mentoring permitting specialists or leading small permitting teams.
