FLSA Status: Exempt Location: Freeport, TX
Act as point of contact and Freeport LNG oversight for service contractors performing field work in FLNG owned facilities. The successful individual will support terminal needs by assisting with contractor resource management, planning and scheduling, risk identification, cost forecasting and KPI tracking. This individual will be responsible for facilitating contractor on-boarding and off-boarding, mobilization, ensuring regulatory, procedural, and contractual compliance during execution, verification of contractor time and material, change order management, job close-out and demobilization. This position requires an individual that is experienced in managing scope of work, schedule, and cost in a chemical, petroleum, LNG or similar process facility.
This position is based at the Quintana LQF Terminal or the PTF location with travel off-site as required. This position requires the incumbent to hold a valid, unexpired driver license at all times in order to perform the essential functions of the job.
- Owns field-service contractor, and office contractor, on-boarding and off-boarding process, process development, process enhancements and updates as required
- Liaison between contractor and FLNG departments such as Maintenance, Operations, Regulatory, HSSE, and Procurement
- Collaborates with Maintenance Planning to understand scope of work and schedule
- Communicates expectations with contractor team regarding, permitting, safety, work orders, schedules, time approvals, and invoicing
- Maintains documentation on work completion, delays, cost impacts, change orders, discovery scope, contractor performance, lessons learned, and KPI’s
- Develops and implements action plans for cost avoidance, risk mitigation, and schedule recovery when required
- Leads or participates in daily, weekly, monthly meetings with service contractors and FLNG personnel when required
- Serves as the first level review and approval for all submitted change orders related to field services
- Performs field walk-downs, job audits, and safety observations as required
- Supports Procurement during contractor selection and bid process
- Assists with maintenance cost forecast and budget estimates, as needed, for Nested Contractors
- Documenting KPI’s for Nested Contractors
- Field support and contractor point of contact during execution
- Estimate cost and report budget status for assigned contractors periodically
- Responsible for sourcing and coordinating Nested Contractor resources
- Excellent working knowledge of Excel, histograms, graphing
- Cost, Schedule and progress reporting

Minimum Education Required: High School Diploma or Equivalent
Minimum Experience Required: Minimum 3 -5 years’ experience in overseeing and managing projects in an operating process facility in the LNG, Chemical, or similar industry
Preferred Education: Bachelor’s degree in an Engineering, Business, or Technical Field
Preferred Experience: 5 years’ experience in overseeing and managing projects in an operating process facility in the LNG, Chemical, or similar industry.
Support the policies, efforts, and programs of Freeport LNG Health, Safety and Environmental (HSE) Management System. Actively participate in the HSE Management System Policies. Ensure that HSE concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.

This role will require the individual to walk throughout areas of the facility as required. This would require the ability to:
- Stand continuously and perform job functions for a full shift

- Ability to drive to other office and off-site locations as required
- Physically able to walk, stand, bend, stoop, kneel, reach, twist, climb, balance, crouch, handle and move items weighing up to 30 lbs. without assistance

- Ability to distinguish color to perform job functions
- Must be able to wear all necessary PPE equipment to perform job functions
