Job Summary

Wyandotte Technologies is a leading provider of professional services and solutions for the Department of Energy. We are recruiting an experienced Communications Analyst to support our technical services contract for the Department of Energy (DOE) Office of Science (SC) in Oak Ridge, TN, and reporting to the Safeguards and Security Support Supervisor.

The mission of the technical support service contract is to provide an array of site-wide technical security support in a secure environment protecting critical national security assets. DOE’s management of its Safeguards & Security Programs is critical to national defense and requires fully qualified personnel to implement security programs that protect staff, information, technology, facilities, and the public. DOE’s management of its COMSEC & Classification Programs is critical to national defense and requires fully qualified personnel to ensure compliance with the relevant DOE Order requirements. This position serves as the primary COMSEC/TEMPEST custodian to provide support for all sites under the Wyandotte Technologies contract.


COMSEC/TEMPEST Duties


This includes, but is not limited to:

- Maintain certification for COMSEC and equipment certification as required by DOE Telecommunications Order and National Policy.

- Responsible for the ordering, tracking by the COMSEC DIAS database and paper, receipt, custody, issues/installing, safeguarding, accounting for and destruction of all COMSEC material.

- Responsible for the maintenance of up-to-date records, and the submission of all required accounting reports, semi-annual, annual inventory and DOE HQ audits conducted every two years.

- Responsible for assisting in the management of all procurement, fielding, and sustainment of Crypto/Keying material and devices across the DOE organization.

- Will work with other support personnel either in-house or at the field site to resolve operational issues in a timely manner.

- Ensure maximum COMSEC safeguards are in place, configuration management using the Electronic Key Management System (EKMS) Local Management Device/Key Processor (LMD/KP), encryptors.

- Order and transfer of cryptographic keys, interfacing with the EKMS and the DOE HQ COR. Order new keys before expiration date and ensure the new key arrives in time for installation

- Properly prepare, package and ship COMSEC equipment using approved methods.

- Responsible for the maintenance and inventory of all COMSEC equipment to include keys, equipment, firefly keys, electronic keys, SDNS products, and vIPERS.

- Set up secure viper telephone equipment at each location and provide initial vipers configuration and required semi-annual re-keys for all secure phones.

- Assist with the TEMPEST assessments and reviews for each facility.

- Maintains TEMPEST files for each facility that process classified information.

- Prepares or directs the preparation of TEMPEST plans in compliance with stated policy for each DOE/NNSA facility under their jurisdiction that processes classified information.

- Serves as point of contact for TEMPEST matters.

- Appointed in writing by the ODFSA as the designee site representative for TEMPEST matters.

- Meet training and certification requirements established by the DCTTA and National Policy.

- Works closely with the DOE Federal TEMPEST Manager in all areas needed. Verifies legitimacy of requests for information, ensuring that nothing confidential may be used for fraudulent purposes.


Derivative Classifier Duties


This includes, but is not limited to:

- Handles Atomic Energy Act and/or Executive Order information regularly.

- Provides technical knowledge for review and analysis that requires derivative classification authority and/or derivative declassification authority.

- Assists in conducting surveys and reviews of contractor facilities.

- Comments on proposed classification and/or Controlled Unclassified Information (CUI) guidance.

- Cross trains and provides support in other contract areas as needed.


Experience & Education Requirements

- Demonstrated ability in various software uses to include, but not limited to, databases, Microsoft Office Suite and Records management systems including DIAS.

- Ability to work efficiently in a fast-paced environment where priorities change frequently to meet business needs.

- Experience with Controlled Cryptographic Items (CCI) equipment and associated keying material.

- Effective oral and written communication skills as well as skills in interpersonal relationships. Must have working knowledge of grammar, punctuation, and spelling.

- Ability to professionally complete reports and deliverables imposed by the supported clientele and the supervisor in a timely fashion.

- Ability to comprehend, translate and apply DOE Safeguards and Security requirements and directives.

- Ability to handle business sensitive, proprietary, Controlled Unclassified Information (CUI) and classified matter up to and including Secret Restricted Data.

- Ability to provide excellent customer service and deal with different and sometimes difficult types of people.

- Knowledge of security classification, associated markings and physical security requirements for secure vaults and rooms.

- 5+ years of increasingly complex and progressive experience supporting COMSEC, TEMPEST, TSCM, classification and physical security requirements.

- Proficiency in the following NSA Type I Encryption Devices: KG-175, KIK 30 Vipers


Physical & Environmental Requirements

- Position requires sitting at a computer monitor for long periods, walking, occasionally bending, crouching, stooping, kneeling, reaching, turning, and twisting. Position may require climbing stairs and/or ladders, lifting and carrying up to 15-25 pounds.

- Work is conducted in various environments. Inside where temperature and ventilation are controlled, and when conducting facility surveys, work may be performed outside where temperatures will vary.


License:

- Candidate must possess or obtain both DOE Q access authorization and SCI.

- Current derivative classification and declassification authority is preferred, as well as being up to date on required DC/DD training requirements.
