Qulliq Energy Corporation

Qulliq Energy Corporation (QEC) is entrusted to provide safe, reliable power to all customers in Nunavut. Owned by the Government of Nunavut and operated as an arms-length territorial corporation, QEC is the sole provider of electricity and district heating in Nunavut. In comparison to other utilities in Canada, QEC faces unique challenges as it operates 25 stand-alone diesel power generation facilities and distribution systems located in each of the territory's communities.


Buyer (QEC 25-021)


Iqaluit, Nunavut

Reporting to the Supply Chain Manager, The Buyer is responsible for the purchasing of critical infrastructure, as well as the equipment and supplies required for daily operations. The position liaises with internal and external stakeholders to coordinate the purchase and shipment of goods to the various communities in which QEC operates.

The position ensures consistent application of the Corporation's contracting and procurement procedures in accordance with financial administration practices and contracting regulations. Work is structured by territorial standards, including the Financial Administration Act, and the Nunavummi Nangminiqaqtunik Ikajuuti (NNI) policy.


Duties and Responsibilities:

Identifies regulatory, procedural, and logistical considerations during the purchase of goods.
Ensures all purchase transactions are in accordance with approved policies and procedures, and contract law.
Reviews requisitions with manager to ensure the suitability of purchase descriptions and specifications to determine the most appropriate method of procurement.
Monitors service provider performance and takes corrective action as necessary.
Responds to the Office of the Attorney General (OAG) audit inquiries with regard to contract creation, archiving and approval of workflows.
Ensures follow up with clients to address issues of concern and effectively manages the purchase contracts, advises on order status, and recommends solutions.
Issues Request for Tenders under the applicable NNI procedures for goods that are authorized by the specified client department and transmits for public tender on nunavuttenders.ca website and/or relevant media sources.
Evaluates submissions to Request for Tenders based on administrative and legal compliance, price, quality, service, availability, reliability, and suitability for end user requirements taking into consideration Article 24 of the Nunavut Agreement as set out in the NNI Policy.
Troubleshoots requisitions and orders.
Ensures the accuracy, timeliness and integrity of administrative paperwork and communications with client department and other affected stakeholders.


Required Qualifications Include:

Business Administration Diploma or relevant field of study
Minimum of 3 years of experience in Purchasing and Supply Chain Management.


Assets:

Supply Chain Management Professional (SCMP) or equivalent designation is an asset.
Knowledge of Nunavut, the land, language and culture is an asset.
The ability to communicate in Inuktitut, Inuinnnaqtun and or French is an asset.

A combination of education and equivalent experience may be considered.

We offer a competitive starting salary range of $99,840.00 to $114,913.50 and a northern living allowance of $16,008.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is included in the Nunavut Employee's Union.

Preference will be given to Nunavut Inuit.
