We are seeking an experienced and detail-oriented Billing Manager to oversee our billing department in Des Peres, MO. The ideal candidate will be responsible for managing billing operations, ensuring accuracy and timeliness of the billing process, and leading a team to optimize billing processes. This role requires strong leadership skills, excellent communication, and a thorough understanding of billing systems and financial regulations.

Schedule: M-F 40 hours overtime as required

Position Summary

The Billing Manager will oversee all billing operations and ensure the timely billing for water and sewer utilities including metered, unmetered and final bill cycles. They will also be accountable for tariff configuration, compliance reporting, and management of underlying billing system data. This role ensures accurate invoicing, timely collections, and adherence to regulatory and internal standards. The Billing Manager will lead a team, manage system administration, and serve as the primary liaison for cross-functional stakeholders while focusing on best practice to support future capacity requirements.

Major Job Duties and Responsibilities

- Manage Bill Cycles: Run and analyze Finalization Reports, create billing cycles, correct usage anomalies, calculate billing, and resolve system errors.

- Oversee Metered Billing: Generate reading files, coordinate with operations, import meter reads, audit anomalies, and finalize billing.

- Ensure timely bill printing and mailing uploads across the billing framework.

- Oversee resolution of complex billing inquiries and disputes.

- Ensure accurate adjustments, refunds, and account reconciliations.

- Identify inefficiencies in billing workflows and implement automation or process enhancements to streamline billing while mitigating risks.

- Develop and maintain standard operating procedures (SOPs) for billing activities.

- Foster continuous learning and professional development within the billing team.

- Configure tariffs and services, including rate tables, penalties, and GL account alignment.

- Maintain all core data driving accurate billing including customer, rate and regulatory data.

- Work closely with technical teams to manage system upgrades and improvements.

- Maintain all reporting and data archiving for compliance and audit purposes.

- Prepare and review audit reports across the billing function to ensure compliant billing.

- Partner closely with Regulatory and Acquisition teams to ensure core compliance across billing and customer data

Education/Skills

- 5+ years in a high volume billing environment

- Utility billing experience is preferred

- Must have experience leading a team

- Competence and strong knowledge of financial software and technology

- Advanced skills with all aspects of the Microsott Office Suite especially Excel
