Role Description:

The Assistant Program Manager, Distribution Control is responsible for planning, implementing, coordinating programs and monitoring system-wide activities for the Department of Water Operations.


Essential Duties & Responsibilities:

- Provides daily planning, administration, and management of assigned areas of responsibility.

- Provides engineering and technical assistance to operational Department Directors and managers.

- Provides expert technical guidance and assistance on water and sewer systems, operations, design and construction matters.

- Manages smart Water Distribution system programs and provides guidance in the development of projects or system updates.

- Monitors and analyzes the operation and performance of the water distribution and transmission system utilizing pressure sensor technology, leak detection technology, SCADA system, and GIS.

- Prepares safe clearance and water main shutdown plans in support of work conducted on the water distribution and transmission system.

- Consults and coordinates with contractors, project managers, other agencies, and other DC Water departments through the design and construction phase of projects to manage and minimize operational impacts to the linear water system.

- Develops, updates, tracks and reports on operational metrics and Key Performance Indicators (KPIs) to stakeholders.

- Reviews contract drawings and specifications for projects impacting linear assets proposed by the Department of Engineering and Technical Services and external agencies.

- Recommends design and construction modifications to minimize operational impacts.

- Reviews construction schedules to ensure planned activities do not adversely affect water and sewer system operations.

- Develops and updates Standard Operating Procedures (SOP).

- Develops strategies to meet process objectives for the branch.

- Provides training to department staff on new processes and procedures.

- Supports process-improvement efforts by promoting and monitoring staff compliance with procedures.

- Performs routine technical and administrative functions including attending DC Water and/or departmental policy meetings and prepares status reports for DC Water management.

- Identifies type and scope of work and develops work specifications, interfaces with vendors, contractors and consultants to direct, coordinate, inspect and accept work; identifies and resolves problems associated with contract work; recommends modifications to contract scope of work and/or enforcement of contract language.

- Performs other related duties and projects assigned at the discretion of the immediate supervisor of the operational department assigned.

Supervisory Responsibilities : Provides support and coordination of teams, contractors, consultants, programs, and projects as required

Key Working Relationships: Interacts with employees within the Authority, from District & Federal agencies, vendors of equipment and services, and representatives from private industry.

Required Experience:


Two (2) to four (4) years of progressive experience in civil design and/or construction coupled with project management experience.



Minimum Education Requirements:


Bachelor's degree in engineering from an accredited college or university.



Required Skills:



Knowledge of managing environmental programs.



Applying engineering practices and principles.



Delegation of work and performance management.


Ability to communicate effectively, both orally and in writing.


Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. spreadsheets, scheduling software, word processing, e-mail, etc.).

Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or extreme hot temperatures.
