The Powerline Technician Apprentice (“the Apprentice”) reports to the Line Supervisor and receives technical direction and on-site supervision from the Working Foreman and line crew. The Apprentice trains and assists in all work related to the construction, operation, and maintenance of Sioux Lookout Hydro’s 25 kV electrical distribution system.
The Apprentice must enroll in and complete the MEARIE 4-year Powerline Technician Apprenticeship Program, which includes both on-the-job training and scheduled off-site training.
- Construction, rebuilding, and upgrades of overhead distribution lines
- Underground distribution construction, conversions, and improvements
- Performing live line work under supervision
- Emergency response, troubleshooting, and restoration for overhead & underground systems
- Customer service connections and disconnections
- Installation and maintenance of metering equipment
- Vegetation management and tree clearing
- Installing and repairing street lighting and traffic control equipment
- Safe operation of utility vehicles and equipment
- Material handling and assisting with truck inventory
- Participation in standby, on-call, overtime, and emergency response work
- Following IHSA Safety Rules, Utility Work Protection Code, and OHSA requirements
- Asset inspections, and other duties as required
- Minimum 18 years of age
- Secondary School Diploma
- Post-secondary training or education in electrical, mechanical, powerline, or related technical fields is considered a strong asset
- Comfortable working at heights over 50 feet
- Demonstrated mechanical aptitude

- Must be deemed “competent” under OHSA
- Completion of MEARIE 4-year apprenticeship
- Must meet physical requirements
- Criminal background check and medical evaluation
- Ability to work outdoors in all weather conditions on a 25 kV system
- Standby rotation, on-call, overtime, and emergency response participation
- Respond within 30 minutes during on-call duty
- Valid G license and ability to obtain/maintain DZ license
- Maintain First Aid/CPR, WHMIS, Working at Heights, UWPC, Chainsaw certifications
- Comply with corporate policies and safety regulations
- Participate in ongoing training and development
POSITION SUMMARY: Under the direct reporting to the Lines Supervisor and the technical direction and supervision of the Working Foreperson. The Journeyman Lineperson is responsible for work assigned regarding the construction, operation and maintenance of the electrical distribution system and substation, in a safe and efficient manner on all voltages within the utility’s service area.
DUTIES AND RESPONSIBILITIES: (These set out the principal functions of the job but will not be considered as a detailed description of all work requirements.)
- Performs all types of work related to overhead line construction, rebuilds and improvements.
- Performs all types of work related to underground construction, conversions and improvements.
- Performs all types of work related to the operation and maintenance of the electrical distribution system and substation.
- Performs live wire work.
- Responds to and performs emergency repairs, trouble-shoots and restores electrical power to overhead and underground electrical distribution systems as required.
- Connects and disconnects residential, commercial and industrial customers for service changeovers, non-payments, move-ins and customer requests for both overhead and underground services.
- Installs various types of metering equipment for customer service connections.
- Performs line clearing and tree trimming duties.
- Installs, repairs and trouble-shoots street lighting and traffic control installations and equipment.
- Trains and instructs lineperson apprentices in the theoretical and practical aspects of all job related activities.
- Provides technical direction to others.
- Deals with the public in a courteous manner regarding safety, the Corporation’s policies and procedures, maintenance of service, and disconnection of service.
- Understands and operates equipment and motorized vehicles in a safe manner and recommends and performs routine maintenance on equipment.
- Completes time sheets, accident reports, outage reports, work orders and any other forms or reports that pertains to the work and employee assignments.
- Charges out and return stores materials and performs routine stocking of materials in trucks.
- Provides an on-call, stand-by service outside normal working hours, handling trouble/emergency calls, including providing job related advice and assistance to other emergency units.
- Performs scheduled and unscheduled overtime, as required.
- May be asked to lead a crew on occasion.
- Understands the workers’ employers’ and supervisors’ responsibilities according to the definition in the Occupational Health & Safety Act.
- Ensures the safety of co-workers and the public through safe and proper use of equipment and by following all pertinent safety rules, regulation and procedures.
- Responsible for following all applicable safety policies and procedures.
- Performs such other related duties as may be assigned.
- Must have successful completion of a Secondary School Diploma or equivalent.
- Qualified Journeyman Lineperson including the successful completion of the Mearie Linesperson Training Program, or equivalent certificate.
- Experience working on live line voltages up to and including 25 kV is required.
- Must be proficient in the use and safe operation of all equipment associated with the trade.
- Must be able to work from work orders, specifications, standards and instructions and to interpret prints, sketches and diagrams.
- Must have a demonstrated commitment to continuous improvement, customer service and teamwork principles.
- Must have excellent interpersonal, communication and written skills.
- Must have a demonstrated commitment to safety, a proven safety record, be competent within the meaning of the Occupational Health & Safety Act and have a complete understanding of E&USA Safety Rules and the Utility Work Protection Code.
- Must be willing to work standby duty, on-call, overtime, shift work and emergency call-outs.
- Must have and maintain a valid driver’s license with a DZ designation.
- Must have and maintain valid First Aid CPR certification.
- Must be in good health and physically capable of performing assigned tasks.
