About This Job


Education and Experience

- Bachelor’s Degree from an accredited college or university in Industrial Management, Engineering, Environmental Science, or a related field.

- Minimum 8 years of experience in the operations of water and/or wastewater treatment plants with 2 of those years performing optimizations projects in a leadership role.

- Any equivalent combination of certifications, education, or experience that provides the required skills, knowledge and abilities for the position.


Licenses, Registration, and Certifications

- State of Colorado Water Operator Class A certification at time of hire.

- Must be able to possess and maintain a valid Class ‘R’ Colorado driver’s license and have a satisfactory driving record at time of hire.

This strength test may include lifting, pushing, and pulling various amounts of weight as well as crouching, squatting, and lifting one’s own body weight from various positions. If the position is deemed safety-sensitive or requires a CDL, you will be placed on the random drug and alcohol testing list, which means you may be tested if your name is selected while employed at Denver Water.

Position Summary

Provides senior-level technical leadership on complex water projects, with a focus on design optimization, regulatory compliance, and infrastructure planning. Serves as a bridge between technical teams and stakeholders to deliver sustainable, high-quality solutions. Responsibilities include project oversight, staff mentoring, data management, and quality assurance for water and wastewater treatment facilities, hydraulic systems, and water resource management initiatives. Leads technical reviews and investigations; optimizes treatment processes and chemical usage; reviews hydraulic models; evaluates regulatory impacts of existing and proposed rules; and advises on risk assessment and mitigation strategies.


Supervisory Duties

This position has formal supervisory responsibilities over other employees.


Essential Duties and Responsibilities

- Serve as a subject matter expert internally on sector trends, operational best practice, treatment technologies, and regulatory environment.

- Provide technical leadership and oversight for complex water and wastewater projects, acting as a technical authority for hydraulic modeling, treatment processes (conventional and membrane), and infrastructure design (pumps, pipelines, and related systems).

- Oversee and conduct quality reviews of technical deliverables, including reports, proposals, and pricing methodologies, ensuring compliance with internal standards and regulatory requirements.

- Lead peer reviews, technical investigations, and expert-level troubleshooting for complex treatment, process, asset, and water quality challenges involving raw and finished water systems.

- Drive process optimization initiatives focused on improving chemical usage, energy efficiency, and overall operational performance in water treatment and water resource recovery facilities.

- Manage Water Quality and Treatment section projects and programs by overseeing scope, budget, schedule, resource allocation, and multidisciplinary teams from design through project completion.

- Ensure quality assurance and quality control (QA/QC) across all technical work products and operational recommendations.

- Support stakeholders in data management and data-based decision making through evidence-based, objective insights.

- Assess technical and regulatory risks associated with proposed and ongoing projects and recommend mitigation strategies.

- Support strategic and long-range planning efforts, including the development of technical proposals and evaluation of emerging technologies and future capabilities.

- Collaborate with leadership and subject matter experts to assess existing organizational capabilities and identify opportunities for technological advancement.

- Build and maintain strong stakeholder relationships by developing tailored technical solutions and advising on project and program strategies.

- Communicate complex technical concepts clearly and effectively to non-technical stakeholders, technical experts, and executive audiences.

- Liaise with technology and equipment vendors to evaluate solutions, performance, and applicability to project needs.

- Mentor and train technical staff and business developers, develop training materials, and actively transfer knowledge to strengthen organizational capability.

- Author technical publications and industry articles, participate in industry committees and working groups, and represent the organization as a recognized technical leader.

- Perform related work as required.
